ABSTRACT
Technology has proved beyond all reasonable doubts that computer technology application can remove the strenuous burden of manual paper work which has been affecting administrative activities. After much observation on the activities of the Industrial training Fund (ITF) Enugu, on their process of payment of students who participate in the Industrial Training Programmes. It was discovered that the method of payment is too strenuous, complicated and cumbersome.
Information tracking system which involves the method of managing information, keeping record of the information and retrieving it effectively, will help in reducing or wiping off problems encountered in manual paper work. This will facilitate efficient payment. The project will help greatly in eliminating the problem with the use of its designed suitable software, meant to handle those issues affecting the training fund.
CHAPTER ONE
1.0 INTRODUCTION

Since creation, there has been a constant quest by man to improve on his quality of life and existence, this ever-increasing question has been necessitated, and propelled by the simple need for man to address the challenges posed by his environment.
Borne out of this need, a number of manpower, planning and career development programmes have been designed. The “Siwes” which is an acronym for Students Industrial Work Experience Scheme is one of such programmes, it is a skills-training programme designed to expose and prepare students in institutions of higher learning for the industrial work situation they are likely to meet after graduation.
The scheme is also meant to familiarize student with work methods and expose them to the needed experience in handling such equipment and machinery that are not usually available in the educational institutions. The scheme is financed by the federal government and operated through the industrial training fund. To serve as encouragement, siwes students after their IT programme are being paid approved, specific amount of money as allowance for embarking on the programme. This, however, necessitates the effective and efficient tracking of IT students information, as well as the monitoring of the method of payment of the siwes allowance, so as to avert fraud and financial misappropriation by unscrupulous, self – centered, and money conscious ITF personnel’s. Though, a method of payment already exists, but needs through study so as to identify and alleviate the bottle – necks I the inherent system of manual processing.

1.1 STATEMENT OF THE PROBLEM
Since the inception of ITF, there has been constant plea by the ITF staff for system evaluation, review and modification of siwes payment of siwes students, and method of tracking siwes students’ information.
These constant plea by the ITF staff was propelled by simple need to address the challenges or problems involved in processing of students logbook, and detecting those that did not embark on the industrial training.
The complex nature of the job involved, viewed by worker as very tedious complicated and cumbersome has been our major concern, and has therefore intensified the need to design and implement an information tracking system (software) to circumvent these inherent problems
