ABSTRACT

 

This study was conducted to assess the management performance of public enterprises in Nigeria using Enugu state transport company as a case of study. The researcher using the questionnaire method collected first hand information from the management and staff of the company in question.

Interviews were also granted to some selected management staff. INTRODUCTION

  • THE GENERAL BACKGROUND OF THE STUDY

The survival of any economy be it a developed or underdeveloped countries require the direct involvement of the government (state or federal) in production of some goods and services.

Unlike the situation in some developed countries the world where public enterprises play normal role in economic development, the public in Nigeria forms the major part of the national economy, Nigeria, which is a developing country, has a greater co-operation of her labour force in agriculture.

In our knowledge of development, it is believed that for a country to strive to develop, the greater proportion of the labour force must be engaged in the modern sector. This has necessitated the government to set up some vital companies such as manufacturing, construction, financial institution; transportation services among others, to moblize the idea of industrialization.

These companies set up by government are known as public enterprises or government owned companies. According to the main report to public services review commission 1974 (the Udoji report). Public enterprises include all corporations, authorities, boards council and any limited liability companies in which the government has full or majority interest.

Within this context, four types of organization are identified, namely – public utilities, financial institutions, commercial and industrial companies and regulatory or service bodies.

In pursuance of this nationalization policy government also used the weapon of nationalization to acquire some private owned companies more especially foreign owned companies.

However, many people have adduced the reason the constant interference in the day to day operations of the company, the appointment of unqualified personnel, corrupt management and practice poor attitude to work and power struggle between management and the board of directors as contributing factors to the failure of public enterprises.

The need for management in both private and public organisations cannot be over looked. With out effect and effective management, the goals and objectives of organisations cannot be achieved

To appreciate the performance and problems of management, it is necessary to understand what management is all about.

Management is not easily defined. This is because different authors defined management in different ways. According to Udeze (1993) management is getting things done through other people so as to include to management as well as the lower strata of management.

The government companies under study are ventures which must operate under management. Therefore, governments at various levels of authority advanced their reasons for participating in business of owing companies and parastatals

According to Ejiofor (1985) some of the reasons for government

  2. Provision of social welfare services.
  • Ensuring adequate supply as essential scares and consequently expensive leadership.

  2. Avenue for investment of surplus funds.
  3. Provision of employment opportunities.

In the light of the above the Enugu state government established a number of companies which includes. Enugu state transport company Limited Entraco).

Therefore, in the study of management in the company, the following areas are collered administration. Finance and financial management, control and accountability, political interference, attitude to work etc. all these will help the researchers to asses the performance of this company.  According to Ofora (1977) the experience and stories with the functions of the government companies have shown much indue influence or disagreement relationship particularly between the board of directors and management  (in particular between the chainman of the board and the general manager). The business of the company therefore, suffers because of this disagreement relationship. This amount of conflicts of duties and personnel interest in the utilization of the company’s property which led to making secret profits or achievement of other unnecessary benefits.

According to Enugu state report (1992) cases of financial mismanagement embezzlement. Nepotism and indiscipline have continued to affect government attention to set panel of inquiry into Enugu state owned companies.  At the end of such investigation and recommendations, government reactions have included dissolution or re-appointment of Boards and management functionaries.  According to Ajuluchukwu (1992) the effect of this kind of government reaction could only create another problem of non-continuity of policy and style.

In recognition of the continued existence of these problems, the Enugu state Transport company limited decided to improve on their effectiveness and efficiency. They have therefore encouraged cordial relationship between Board and management and avoided serious industrial action by their staff. The management practically applied Odaju’s Human Relation model, which defined efficiency as a function of motivation and ability. This was done by providing the staff with incentives and extra allowance to raise their income.

These efforts did not achieve the desired result of effectiveness and efficiency in the management of government owned companies as well as indicated by the frequent dissolution or reappointment of Board and management functionaries in 1990s.  In spite of the government efforts, the performance of government owned companies parasists while their private counterparts continued to service, grow and make profits.

 

  • PROBLEMS ASSOCIATED WITH THE SUBJECT MATTER

In recent times, government owned countries in Enugu state have been encountering a lot of problems in their activities. Among the Manifested problems are:- Some of these companies have continued to make steady loses since their establishment. According to Ibie (1988), the poor performance of management was as a result of the fact that supervising ministries of government owned companied have not been able to allow enough freedom of action to these companies.

ABSTRACT

This study was conducted to determine some base line data essential for improvement of poor entrepreneurial development in Enugu south Local Government Area.

To solve the research problem, both primary and secondary data were collected. The researched instrument used in collecting the data was questionnaires the respondent were selected entrepreneurs in Enugu south local government Area.

In organizing and presenting data colleted, tables and percentages were used. Two hypotheses were tested using the chi-square method.

Population for this study was drawn from six (6) communities in Enugu South but for the purpose of this work, the researcher utilized only the registered entrepreneurial business with the revenue unit of Enugu south Local government Area.

The Population covered is so while the sample size is 67 which 40 of the 67 questionnaires were returned while 27 were not seen.

Data analysis and interpretation were also treated.

INTRODUCTION

  • BACKGROUND OF THE STUDY

The entrepreneur plays a vita role in the process of economic growth and development.

Iwu Eze A. [1986] in a paper presented in on entrepreneurship development in Nigeria said that an entrepreneur is a contractor, an organizer of an enterprise for the public, a resourceful person with a dream. Entrepreneurs are bold men and woman who have initiative and the ability to lead, manage and take the consequences. They are men of action, risk takers, missioners, creative and highly respected of their ability to effectively and efficiently concubine the functions of management to achieve the go alls].

He also noted that during the colonial period, only few of Nigerians could boast of personal or family capital to start off any meaningful business and hence the next place of call for business and financial was bank. It is a well known flat that banking operations during the colonial era were highly and sparsely limited urban centers. Then, in other to give Nigerians an opportunity in participating and shaping their country economic future, the federal government introduced indigenization and enterprise promotion dance of 1972 and  it’s revision in 1977. The objective was to foster economic self-reliance and maximize external intervention in politics.

Against, the national development plans were introduced and also in July 1986 SAP [structural adjustment programme] was introduced. Entrepreneurship constitutes a vital engine in the economic growth and development of nations including Nigeria because it helps in the stimulation of indigenous entrepreneurship, leads to the transformation of traditional industry, creates employment opportunities, generates incomes [locally and externally] contributes to regional activity and co-operation etc.

According to Ani N.B. [1999,5,7] said that entrepreneurship started when people produced more products than they needed and as such, had who also these surpluses with others who also wanted to dispose of their surpluses.  For instance, if a black smith produced more hoes then he needed, he exchanged the surplus he had with what he specialization. This process is known as trade by barter before the advent of any form of money.

Modern entrepreneurship in Nigeria started with coning of the colonial masters and during the era, Nigeria was not their own masters. An entrepreneur often needs starting capital, which is normally small and derived from personal savings or from family sources.

Concrete attempts at encouraging the growth and development of entrepreneurship have led to the establishment of some government agencies as industrial development [I.D], small scale industry corporation [SSIC], Nigerian bank for commerce and industries [NBC], national economic reconstruction fund [NERFUNA] directorate of foods, roads and viral development [DFRRI] etc.

All these have been made to ensure the sustain ace and growth of small and medium scale enterprises in the country.

Entrepreneurship developed which forma the bedrock of all business evolutions and economic miracles of the nation has its peculiars problems, which go a long way in satisfying its growth and development among which are:

The purpose for this research is to determine the relevance of a critical analysis of the sources of revenue and expenditure pattern of Enugu North Local Government Area, with reference to Enugu North Local Government. The research was carried out to discover the availability of expenditure and revenue in the Local Government; this involved going to Enugu North Local Government to administer questionnaire and interview on some key staff of the local government.

It was revealed among others that revenue and expenditure is available for all categories of staff. Unfortunately, critical analysis of the sources of revenue and expenditure pattern has not enhanced productivity of the local government.

INTRODUCTION

 

1.1     BACKGROUND OF THE STUDY

The study of Local Government in Nigeria is traceable to the traditional political system in the country local government administration. It was through the instrumentalities of tradition authorities. By this is meant the Igwe, Chiefs, age grades and village councils. It was through the societal interaction that authoritative allocations of values were made for the society.

In the past, most of these local governments were created to score cheap political points without due regard for their viability.

Apart from political and administration considerations that ought to be carefully examined in determining the viability of a local government in Nigeria, financial consideration is also a relevant factor that must be scrutinize and ascertained before considering a certain geo-political entity for a local government.

Local administration was strengthened further when Britain made its presence felt in Nigeria, in 1900 Lord Laggard introduced the system of direct rule into Northern Nigeria and by 1914 the system has spread to other parts of the country.

The colonial native authorities were established with the traditional rulers having absolute powers. The native authorities provided form of stable local administration which strengthened the base of the colonial government. However the concept of the local administration charged to that of local government in 1946 after the defect of conservatives and the coming into power of the labour party.

Before the coming of the Britain into Nigeria as mentioned above the institution of the traditional authorities were held sacred and is legitimized their actions and decision. In the North, the Emirs ruled in the emirates and developed a well organized fiscal system, a definite scheme of land tenure, a regular scheme of local rule and established judiciary with trained personnel interpreting the Islamic laws in the Southern part of the country. Local rulers with defined administrative system through the fiscal system were less organized.

Administrative consideration will include a number of factors, one of which is purely government annually. This item includes councilor’s allowances, personal emoluments of staff and miscellaneous expenditure like pensions and granitites etc.

The financial considerations include a number of factors. One is the revenue base the size and major sources of revenue such as taxes, rates and fees including market and motor part fees, etc. Since tax is paid by the taxpayers resident in the local government area of authority. The amount of revenue derived from tax depends on the number of tax payers in the area.

Thus, the size of the local government in terms of taxable population becomes important. There is also the ability of the area to execute development projects from its internal sources or from short and medium term loan. The magnitude of the council, reserves or end of year surpluses is another factor. This research work is on the analysis of the sources of revenue and patterns of expenditure of Enugu North Local Government Area of Enugu State for the period of 1999 – 2001.

Enugu North Local Government Area is one of the Local Government Areas in Enugu State. It was created in 27th August 1991 by the administration of General Ibrahim Babangida. The Local Government Area was carried out from Old Enugu Local Government Area.

They have secondary schools and primary schools. Still before the creation of Enugu North Local Government, the view of the society later became official position of labour party, a policy which favoured and advanced the demoralization of local Government. Thus, Local Government in this area was to become a means not only of political but also of economic development, performing functions which of had hardly concerned itself within the previous period.

The Local Government therefore assumed a development oriented posture.

The structure and working of the native authorities in the fears before 1950 all over the country had not pleased a number or educated Nigerians.

The Local Government is not richly endowed with many economic resources which should form basis of income generation for both the people and local government. With the establishment of town planning Authority of Enugu North, it is hope that residential, commercial and industrial layouts will be developed for the greater goal of the local government.

INTRODUCTION

Trade disputes and industrial disharmony in recent times have resulted to low output production lose of lives and properties in the country.

It is thus a worth wile exercise to determine the various ways in which trade unions may influence the implementation of the management policies of an organization, and possibly suggest ways of harmonizing management policies with workers objectives.

 

1.1     BACKGROUND OF THE STUDY

According to the trade union Decree No 36 section (1) of 1973, trade union is defined as any combination of workers or employees whether temporary or permanent for the purpose of which is to regulate the terms and conditions of workers employment.   

However, a trade union is permitted by law to have additional purpose instead than that of regulating the terms and conditions of worker employment. It also utilizes its reasonable resources in some other untraceable positions or situations as contained in the rulebook of the union.  

A trade union movement existed in Nigeria as early as 1912 with the civil service union as the first that came into existence, union like the Nigeria Railway Native staff union 1919 and the Nigeria union of teachers in 1931.

However, as the result of the passage of the trade union ordinance in 1938, other trade union emerged several of the union formed were ill motivated by their leaders since the leaders) seem to be illiterate and ignorance at what actually union suppose to be.

According to Yesufu (1952) the main reason for the formation of the civil service union was merely to match with union formed in Sierra Leone and other countries in West Africa, in the supreme position, the main aim  for the formation of the unions were:

  • To protect the welfare and interest of members
  • To protect the employment position of the members
  • To maintain the dignity in labour and
  • To maintain standard working hours with standard remuneration equal to the output i.e. to stop or reduce much of human exploitation by the employer.

 

Management policies however, are the instrument used by the top management of any organization (firm) in ensuring the problems facing the organization are solved within an acceptable constraint good policies provide definite and as well allow subordinates to make their own decision with limits hence the members of the organization are charged with the responsibility of operating the organization as a system.

Management polices at the other side of the coin are nothing unless it degenerates into action or work. Management should thus ensure that the policies formulated are meticulously exercised to also take care of the employees. Implementation requires good and continuous communication up and down the management ladder as well as across. Therefore for an organization to achieve it’s desired goal, it must formulate appeal form subordinates to avoid friction and also identify or contain problems which were not putting into cognizance in the previously set policies.

In (1958) chamberlain says that the reason for the existences and formation of trade union s contained in the power and authority to gain certain advantages for the workers which include:

  • Regular and maintained employment position with adequate income which enables them (workers) improves their standard of living.
  • Rationalization of personnel policies, which will enable the workers rest, assured for the employment security through acceptable policies.

 

  • Right of having contributions to decision making that effect their welfare and the organization. This therefore enable the worker to participate in decision in production of output.

 

  • Protection from economic hazards or economic invasion. This therefore helps in curbing or eradicating the exploitative attitude of the employer over the employee and remunerations equal to such human exploitation must be paid.

Therefore the aim of this study is to identify the various management policies of life breweries plc Onitsha, the implementation of such policies and ways in which they conflict with the workers objectives and how the workers influence these policies through their labour union an to recommend possible ways by which the management policies implementation will be harmonized with the workers objectives to enhance production efficiency as well as maintaining  industrial peace and harmony in the organization.
