PREFACE

Nigeria is presently one of the under developed countries of the world and to change the situation, a lot need to be done in all sectors of her economy, particularly the industrial sector. To develop the industrial sector, small-scale enterprise comes under a special focus because they dominate a large portion of Nigeria’s industrial sector.

These small-scale enterprises play a significant role in economic development in Nigeria, setting it on the path towards development of self-reliance.

It is in recognition of the importance of these small-scale industries that this project is written to examine what small-scale industry really are, to look at their contribution to the Nigeria economy as well as problems they face in carrying out their activities with a view to making useful suggestions on the way to curtail these problems.

INTRODUCTION

1.0     BACKGROUND OF THE STUDY

Small-scale industries have been in existence since time immemorial. They are earliest form of business that the early men use to get their needs, basically food, cloths and shelter. They exchanged what they had for what they wanted. It was latter on that large-scale business started to emerge and they are now found in a large number, in every country of the world.

 

However, small-scale industries still form a dormant part of business enterprises particularly in developing nations, which includes Nigeria. In recent years, since the adoption of the economic reforms program in Nigeria (1986), there have been a device switch of emphasis from the grandiose capital intensive large-scale industrial project to small and medium scale enterprises linkages for rapid sustainable industrial development based on the philosophy of input substitution.

 

Small-scale industry is an industry whole total project cost excluding cost of land but including working capital above #1million but does not exceed #10million. However, in most developed countries and the newly industrializing countries of the world, Small and Medium Enterprises (SME) are generally defined on the basis of number of people employed to take account of Small and Medium Enterprises (SME) labour intensive characteristics

 

At independent in 1966, Nigeria economy was mainly agrarians industry plays a vital role in economic development in fact, it provided the brightest hope for generating sustained growth employment improved spinning and investment.

The research work undertaken is on “Impact of recruitment and Selection Procedure on Employee’s Performance” a case study of Lead Way Assurance Company, Kaduna.

For the research work to be adequately understood the researcher introduced the subject matter by highlighting the statement of the general problem, the researcher hopes to get with kin interest the importance attached to impact of recruitment and Selection especially as it affects the organization.

Also the researcher hopes to find out problems associated in Recruitment and selection and it emphasis the importance and variable that will bring about good decision within the organization.

Also the research project touched the method of gathering data use in this study, the use of primary method was used which is the questionnaire and the personal interview method for gathering all the data, this was used for the purpose of documentation, accuracy and references.

The researcher also went further by analyzing the findings of this research work. The researcher used a sample size or twenty five (25) which is the total population of the staff of Lead Way Assurance in collecting the data. The data collected were tabulated and analyzed simple percentage.

Finally, the researcher ended this study with an appropriate recommendation, where he stated that Incentives should be encourage by providing free medical facilities, housing allowances, transport allowances, staff welfare etc when all these have been provided it will enhance the level of productivity of the staff of the Board. The researcher also recommended that The actual method of inter actions can be determined by subsequent training needs.

There is no human endeavour that does not require proper management for it to function efficiently. For every type of organization either government establishment or private enterprise, there is need for qualified managers to handle its activities.

Management and organizations are seen as the product of their historical and social times and place and to understand the evolution of management theory in terms of how people wrestled with matters of relationship at a particular time in history. The lesson here is to learn from the trials and tribulation of those who have preceded us in steering the fortunes of formed organization.

It is now obvious to every one that, of the factors that are necessary for economic take off, none is to be stressed more often than management characteristically, the developing countries are known for their low technological progress and extremely low labour productivity. A realistic approach to the development of these countries call for qualified high level manpower especially at the management level. In present day organizations it is the manager that determines the appropriate technology required and the best way to efficiently and effectively utilize all types of resources, be it physical or human.

The Nigeria scene portrays the situation very adequately. Despite her abundant natural resources and rich environment, the economy of Nigeria has not quite taken off most organization do not operate smoothly and efficiently. The management cadre which is a sine qua non for economic development is lacking. The government in many instances has assumed the function of entrepreneur and taken over the management functions, instances abound to convince everyone that the government has not faired well as a good manager, and has even performed worse than private entrepreneurs.

The need for management is essential to the development of organizations, be it small scale or large scale industries, therefore, when ever people work together, there is generally a need for the coordination of efforts in order to attain expected result in reasonable time, and with minimum amount of money, discomfort or energy. A manager is expected to be vast in knowledge and to possess special talents or abilities quite different from non manages.

INTRODUCTION

1.1     BACKGROUND OF THE STUDY

Process industries in general face a continuous drive to improve their operations. This drive is enforced by global competition, (environmental) regulation and consumer demands (e.g. Mittal (2001)). A contribution to the improvement of the operations can be achieved by implementing an improved control strategy in the process aiming at increased productivity and flexibility in operations (Trystram and Courtois (2003) and decrease of product loss, increase of product quality and its regularity. Also more cost efficient operation is an important motivation for the implementation of a new control strategy. Currently, in process operations one usually measures the different process variables, such as temperature, humidity, pressure and flows, quite frequently. This allows for tight control of these process variables. The set points are determined off-line in advance and are usually constant, or, at best, manually adjusted as conditions change out of the normal. In contrast, quality variables, which are the key indictors for the performance of the overall process, are measured off-line, if measured at all, but are usually rather slow. Thus their use in control applications introduces time delays and periods where the process is not operating on specifications (Chen et al. (2003).

 

However, improvement of process operations with respect to product quality requirements can only be achieved by combining knowledge about both the product and the process, as e.g. for drying operation is concluded by Kerkhof (2000). This motivates the development of a control methodology that can be used to determine the most appropriate control strategy for a specific process operation. Although its results may be used to improve process operations in other industries, this thesis focuses on food processing and then especially on the class of climate controlled operations.

 

If a product fulfils the customer’s expectations, the customer will be pleased and consider that the product is of acceptable or even high quality. If his or her expectations are not fulfilled, the customer will consider that the product is of low quality. This means that the quality of a product may be defined as “its ability to fulfil the customer’s needs and expectations”. Quality needs to be defined firstly in terms of parameters or characteristics, which vary from product to product. For example, for a mechanical or electronic product these are performance, reliability, safety and appearance. For pharmaceutical products, parameters such as physical and chemical characteristics, medicinal effect, toxicity, taste and shelf life may be important. For a food product they will include taste, nutritional properties, texture, shelf life and so on.

 

Indeed, it is of these above that Crittal-Hope has quality control department to carryout full responsibility of quality control of the organization products. Quality means different thing to different people, in a layman term, quality entails some degree of excellence or superiority. Excellence or superiority is a relative word whereby what is qualified as excellence by one may not be excellence to another person. Control takes the form of meeting standard quality according to specification. The process through which we establish and meet standard is simply “control” when such process is established and applied to problems of product quality and product standardization, then it is called quality control.

 

1.2     THE STATEMENT OF THE PROBLEM

The study focused to find out the problems of product quality in manufacturing firm particular Crittal Hope Limited Kaduna as a case study. This is important because product quality may be seen as its kinds types features, property and degree of its goodness or excellence. However lot problems are faced by most by most manufacturing organization including Crittal-Hope Kaduna, in their products. these problems includes:- meeting the required standard, one of the problems is that the products are not meeting required standard, if a company’s products are satisfy the customers requirement then it is necessary to establish a standard for the functional and appearance aspect of their product as well as their durability requirement. This aspect is essentially the general requirement for setting up a quality control department in order to ensure that standards are strictly maintained.

This study is a research of the Enugu State Civil Service Commission the purpose of the study includes:

I have decided to carry out a case study of Enugu state civil service commission.

 

However the historical back ground of the civil service commission was dated back to the end of colonial masters and post independence period.

 

After the second world war, there were about 14 British Administration in the secretarial 70 Nigerians support staff and one Europe stenography. The head quarter of most technical department which was in Ebutemetta. (Lagos). The head quarter of the mine was in jos, while the agriculture and forestry was in Ibadan, field administration was co-ordinate from two center, kaduna for north and Lagos laster Enugu for the south.

 

In 1939, southern Nigeria was split into two region respectively. The Richard constitution in 1914 further divided the country into three region namely the northern western and Eastern regions. The macpherson constitution of 1951, introduced the appointment of ministers for the region and at the center of the civil service between the politician in office and the authorities of the lugardera, the duties of all administrative office.

 

Were juct that of maintaining law and order in the district placed under the immediate administrative control. It was only at the end of World War II that effort were made to achieve some social and economic benefit for Nigerians. It was at that time

For example, in the western Nigerians civil service were told that policy making was the exclusive function of the legislature. So, the civil servant were to do. In the eastern state civil servants were to give sound advice to the political leaders, control the traditional aspect of government activities and were also to be efficient executive who could manage and threat all the complex operation of the made state.

 

In the northern Nigerian, the duties of administrative office include to assist to give training to people as regard building up an efficient institution of local government and finally to facilitate the emergence of an intelligent and responsible public opinion. The system of administration that emerged on was also English language that was used as a medium of communication in the conduct of government business the country fought the civil war six year after independence and this was quickly followed about six year of oil boom which brought about extreme materialism.

 

The give rise to great indiscipline, corruption and a total contemplation order, honour and excellence within the whole society including the civil service. Having discussed the historical background of the civil service and its roles before and after independence it is necessary at this stage to define the term “productivity which is the main object of the research.

 

  • STATEMENT OF THE PROBLEM

There has been consistent low productivity in the civil service since Nigeria independence of Igbo. This study set out to asses the knowledge of job motivation and use of office work hour in the civil service in order to promote productivity.
