  • INTRODUCTION

This chapter examines the current state of higher education in developing countries, and considers the new realities these countries face and how they are reshaping their response to Ongoing challenges. In the past decades, developing countries have witnessed a rapid expansion of higher education, the simultaneous differentiation of higher education institutions into new forms, and the increasing importance of knowledge for social and economic development. We focus on issues affecting most developing countries, exceptions exist, but should not affect the main thrust of our argument. In subsequent chapters, we explore the strategies and initiative that are needed to meet these challenges.

 

1.1     GENERAL BACKGROUND OF THE SUBJECT MATTER

Many of the problem involving higher education are roof in a lack of resources e.g. developing countries  spend far less than developed countries on each student. But finding new finds is not easy. Although absolute spending is low, developing countries are already spending a higher proportion of their (smaller) incomes than developed world on higher education. With public spending for education growing more quickly than income or total government spending.

 

Higher education is clearly placing greater demands on public budgets, with the private sector and international donors taking up only some of the slack. Redirecting money from primary or secondary education is rarely on option, with spending per student on higher education already, considerably higher than is common at other levels of the education system.

 

In addition, capital and operating budgets are poorly coordinated often major new facilities are built,  but then are left with no funds for operation and maintenance. The developing world is littered with deteriorating buildings, inadequate libraries, computer laboratories that are rarely open and scientific equipment that cannot be used for want of supplies and parts. It is often impossible to carry over unspent found is for use in later years, and difficult to win a budget that is high than the previous year’s actual expenditure. This creates a user it or lose it environment, resulting in overspending and misspend resources.

 

The disappearance of research agenda from these universities ahs serious consequences. The inability to pursue research isolates the nation’s elite scholars and  scientists  leaving them unable to keep up with developments in their own fields. A research universities lose their ability to act as reference points for the rest of the education system countries quickly find it harder  to make key decision about the international issue affecting them.

 

1.2     PROBLEM ASSOCIATED WITH THE SUBJECT MATTER

Higher education institutions clearly need well designed academic programs and a clear mission. Most important to their success, however, are high quality faculty, committed and well prepared students, and sufficient resources. Despite notable exceptions , most higher education institutions in developing of these area. As a result , few perform to a consistently high standard.

This study aims at identifying the career opportunities open to adult education graduates in Enugu State.

As a guide to the study, some research question is posed based on the following.  Identifying people’s awareness of these adult education graduates and their job potentials.

Based on the above findings the following recommendations were made:

There should be oneness in teaching sector to avoid non-indigene syndrome.

Companies should send their staff for further training to take jobs that are storage to them.

Based on this acceleration, the period between 1976-1980 witnessed an unprecedented growth at the level of education – primary, secondary and tertiary institutions in Nigeria, which in the same vein witnessed the emergency of adult education in this different learning sector.

Adult education is such a relatively new field of social practices that is still in the process of forming new identity.  Adult education describes the process of adult learning in its broadest sense.  It encompasses practically all experiences of matured men and women by which they acquire new knowledge, understanding, skills, attitudes, interests of values.  It is a process used by adults on their self development, both alone and with others which is also used by institutions of all kinds for the growth and development of their employees, members and clients.

Adult education when compared with other discipline within the field of education has just emerged unlike older disciplines which have enjoyed systematic research and training.

This exercise is tackled individually based on orientation, environment, motives, privileges etc.  It could even occur as restraining in an organization or even for some other motives irrespectively.

 

Adult education is also a concept.  The acquisition of reading and writing skills which are to be applied for the development of the community.  Adult education is concerned with social welfare of agricultural extension and community development.  Adult education can be seen to contribute immensely to the growth and development of a society.  It is a lucrative profession that extends in many directions and not only in teaching profession, hence listing of job potentialities of adult educators.

 

Based on the above knowledge of adult education worldwide which is newly spreading up like a wide fire, the state is not left out in this educational exuberance, it is on this that in the year 1973 emerged the ABC university of the air with a view to be co-operating with the Institute of Management and Technology Enugu and University of Nigeria Nsukka Programme respectively.  The name is popularly known as School of Staff Development and Distance Education (SDDE) UNIAIR.  Then, it has time table and courses for the students.

The UNIAIR, in other words, Staff Development and Distance Education (SDDE) of adult education unit of Institution of Management and Technology (IMT) Enugu, and being the unit on an integral point considered among others in Enugu Metropolis for the purpose of the writing.

Public corporations are government owned institution established to engage in production of certain goods and services for socio-economic welfare of it’s citizens.  Such goods and services may be those, which the private sector may not provide adequately or may not provide at all for lack of incentive for maximum profit.

The performance of some of the public corporations in terms of rendering or giving services to the public has been a matter of great concern to the country.

The corporations have been performing below expectations of people, which do not justify the huge amount of money invested in them by the government.  What has been common in some public corporations is low productivity.  According to Mali Paul (1978, P.23), productivity is the measure of how well.

Resources are brought together in organization as well being utilized for accomplishing a set of results.  Productivity is reaching the highest level of performance with the least expenditure of resources; the inverse of this is low productivity.

The gross effects of low productivity in Nigerian Public Corporations have been affecting the lives of Nigerian negatively.  Given the rate of low productivity in these corporations, one may ask why these corporations are inherently characterized by low-productivity in spite of all government effects and financial to assistance to them which are aimed at improving the economy and thereby satisfying the ever increasing need for improved productivity.

CHAPTER ONE

  • INTRODUCTION

A multinational corporation is a company that has subsidiaries in several countries. Their decentralized structure, as well as their degree size, often allows them to overstep governmental constraints which smaller regional or national companies must observe.

Developing nations attracts multinational subsidiary operations due to a number factors such as cheap labour, low taxation and less vigilance concerning workers rights and environmental protection. They are made to contribute to the social security net (i.e. welfare, unemployment insurance, e.t.c) other factors including low pay for woman workers, child labour, and the absence of labour unions, also combine to make the third world ripe for exploitation.

The presence of multination in these countries improves overall living standards. The benefits of the relationship are most often one sided, but the economic problems facing these nations makes it difficult for them to be picky about their investor. Firms become multinational corporations when they perceive advantages to establishing production and other activities in foreign locations. Firms globalize their activities in foreign locations. Firms globalize their activities both to supply their home country market move cheaply and to serve foreign markets more directly.

Keeping foreign activities within the corporate structure lets firms avoid cost inherent in arms length dealings with separated entities while utilizing their own firm specific knowledge such as advanced production techniques.   By internalizing what would otherwise by cross-boarder transaction multinationals can bridge the information obstacles that often hinder trade. For example, they may be able to move carefully monitor product quality or worker conditions in factories they own than in those of contractors, or adapt the composition of output more quickly to change in market condition.

Improvements in information technology have reduced the impediments to exerting corporation control across boarders. These advances have combined in recent years with an increased openness on the part of government to foreign multination, as the economic benefits of a foreign presence to the host country have become more widely recognized. These benefits include the increased investment and the associated jobs and income that the multinational firm brings, as well as technological transfer and improved productivity. The role of multinationals in spreading industry best practices is likely to be especially important services, many of which are not easily traded across national boundaries.

Evidence of the heightened role of multinationals can be seen in the quickened pace of Foreign Direct Investment (FDI) in recent years in 1991 FDI flows both in and out of other European country development (OECD), reached regard level; over 2.5 percent (%) of their combined gross domestic product (GDP) for in flow and 3.0 percent for outflow. Most of foreign direct investment is between developed countries, since 1982, 75% (percent) of FDI out flow from OECD countries have gone to other OECD members.

1.0     INTRODUCTION

It is an undisputable fact that Nigeria of the pre-independence era was predominately small scale in its productions and marketing activities. Industrial revolution brought about a shift from the orthodox trade by barter to a more sophisticated marketing system where consumers satisfaction becomes the ultimate goal of the most businesses. Thus small scale business becomes the next option since they stood a better chance of offering a more personal relationship with customers as well as socio economic satisfactions of societal needs.

 

 

Unfortunately the   over concentration on t he oil sector which Nigeria hoped will boost economic growth led to the negligence of the small scale industries until economic depression set in during the oil boom period. This and other factors led to the   quest for private participation in the various economic sectors through the Small Scale Industries especially in the present civilian government where the Industrial Development Centres (IDCS ) have embarked upon a loan scheme for small business to enhance their contribution to national economic development.

 

The question now is, will small scale contributes to nation’s economic development? One might wonder if this will be realistic, but it is quite obvious that Nigeria as a country developing very slow due to economic dependency of the country. It therefore becomes apparent that the way out of the problem lies within Nigeria. What are found in Nigeria are basically the large scale operations which have given the most contributions to the economy of the developed nations across the globe. One would therefore questioned the backwardness of small scale business to government negligence of the small industries.

 

Nevertheless the immense contributions of small scale industries in terms of increased industrial output job creation, improvement of standard of livening and general economic development has reawakened government interest and support on these small scale industries.

 

1.1     HISTORICAL BACKGROUND OF THE CASE STUDY

It is against this background that the next generation computers was established on the 15th February 2000 to boost the computer industry without which Nigeria economy development cannot be fully achieved. The firm which started with capital base of one Hundred Thousand Naira (N100,000) with the owners as the manager and no organizational structure deals with booth computer hardware and software.

 

The services rendered by the organization include Typing, photocopying, internet services, computer assembling supply and installation of computers maintenance and training of manpower through apprenticeship. The firm has so far been able to meet the needs of business organization’s and individuals within Kaduna North.

 

Nextgen computers as it is popularly know has over three hundred (300)customers patronizing the business today and they have ten 10 trainees which is the maximum number accepted by the firm in order to ensure they are given adequate and standard training and a lot of students have   graduated from the school since inception. Each apprentice pays some amount of money.

 

Those on certificate course pay five thousand Naira (N5,000), while the diploma course worth twelve thousand naira (N12,000.00), the mode of payment can be done instalmentally. The certificate course is   under taken for a period of six months while the diploma course takes a period of one year for completion. Finally the firm is still at its growth stage and it trying its best to improve and expand its cervices so as to contribute greatly to Kaduna and   subsequently Nigeria as a whole.

 

1.2     STATEMENT OF GENERAL PROBLEMS

Small and enterprises are everywhere in every sector and are seen in every community. However Nigeria has witness the proliferation of small business aimed at increasing industrial output and subsequent economic growth and development through the efficiency of small scale enterprises.
