CHAPTER ONE

INTRODUCTION

BACKGROUND OF THE STUDY

Marriage of a youth in ancient society was parts of the responsibilities of his parents. The young man had no choices and no say. He accepted his wife his joy and thanks. In some cases, a wife was married for him at a time he could certainly not afford to keep a wife all maintenance was borne by the parents. In the past marriage were a matter within the clan or within clan’s and its environs parents were not anxious to see their suns getting married to girls from distant places or other tribes.

Marriages arranged by parents on the basis of family friendship ties rarely broke up in the past. Single parenting in the ancient times was also very rate, because of penalties of proven infidelity and fear of offending elders of both families in Nigerian, there are four clearly defined types of marriage we have the church or statutory marriage those performed at the mosques and marriage contracted according to native law and customs of any ethnic group.

The purpose of marriage is to have children and establish a family. When these children eventually arrive, they are regarded as blessing from God and are social and economic assets to their parents. The family, this time needs a home to live in and feel secured. Thus, home is a place where a family lives and also a place where one secures love. It is a place which provides all individual needed in order to fit into the society successfully.

A home provides for food, physical, mental, psychological and spiritual; development of its members. A home is built on love and mutual understanding and good planning is able to meet its goals in a home where love and understanding are lacking, such a home is bound to crack and fissure in all direction. This broken homes are homes or families where either the father or the mother has ceased to be further member of such a home of family through divorce, desertion to mention but a few.

Single parenting therefore can be defined to be personal misfortune for either of the spouse ion any society but it is a universal escape for the inevitable tension is marriage. Single parenting as a matter of fact breaks the bonds, which once united two individual and their family. Marriage is a big step in life, in which a person plans as a career or even business, certainly you either fail or succeed. This bond dissolution can occur as a result of extra marital practices by either of the partners, early marriage, a solution where either of the spouses is not ripe enough for marriage before getting married.

The proper upbringing of children is a more important objective of the family than the happiness of the parents. This is because the early of child life are the formation of personality and these are the years that are spent mainly in association with parent’s siblings and the family. The home as the child’s immediate environment forms the basis for personality development, which accompanies the individual throughout life.

As a result of single parenting or broken home children fails to develop ties to one or few important person in the family and when these ties are disrupted, children are taught at school impaired in developing close relationship in adulthood. They feel better and carryover critically as a happy person and at the same time cannot concentrate on anything taught at school.

When a mother is out of a home, leaving the children under charity and mercy of step-mother, these children are prone to many problems such as poor feeding, negligence not inspired to study or learn, diseases and sicknesses, emotional disturbance (fear, insecurity) as such they are not likely to perform up to expectation in school. For a marriage to be successful there is the need for the couples to be in harmony-mentally, physically, and spiritually. In other words, the husband and the wife must have a common goal and each has to contribute his or her own quota towards its fulfillment and the key ward should be love.

STATEMENT OF PROBLEM

There are many problems with single parenting or broken homes which at the long run reflect on the performance of children in schools. Some of these problems are;

  1. Meeting of a gap on the children’s existence because there is no adult to guide and direct their behavior and desires as children learn by imitation.
  2. There is increase in domestic work and redistribution of household chores, which leaves the children with little or no time for their studies
  3. Also, it has been observed that children from broken homes suffer some other problems such as non-provision of some basic material needs like non-provision of some basic materials needs like food, clothing and learning material
  4. In security, step parent do not show much love and affection to their step children. Thus, these children suffer from mental retardation, personality improvement and are always miserable. They show behavioral responses like lying, stealing, building and playing truant in school.

In view of this, the researcher is forced to wonder whether extra-relationship and financial problem could lead to broken home, and if broken homes, are they causes of decrease in the performance of children in schools. In that, a closer look at the turn out of secondary school graduates these days reveals a lot of half-cooked, half-boiled and half-baked scholars academically, socially and otherwise.

CHAPTER ONE

INTRODUCTION

  1. Background to the Study

Prostitution is an age long problem which has remained irrespective of different promulgation of law codes, decrees, etc to bring about its decay. Encyclopedia of health and education for the family has noted that right from Hammurabis code (17th Century B.C) considered to be the most ancient legal code in recorded history, we know that prostitution existed (both religious and secular).

It could be noted that in the old testament, God asked Hosea to marry Gomer a prostitute to predict how unfaithful the Israelites were to him (Hosea 6: 1-11, 14). We could say perhaps, that prostitution has existed after the fall of Adam and Eve in the Garden of Eden.

In our contemporary world, prostitution has taken a new style and a new dimension, getting sophisticated as each day passes by the capitalist continue to build new infrastructure to expand their frontier and further their interest. Young graduate from the university are explored by the capitalist market mainly the financial sector to act as corporate commercial sex hawkers to their big time customer. These event are no longer news as they make headline on magazines, newspaper, radio and television.

Irrespective of the heavy campaign on sexual trafficking, a situation where Nigeria young girls especially students are transported to western world for prostitution purpose the ugly events still persist.

The Africa Journal of reproductive health in its finding on human sex trafficking in Nigeria prostitution in particular, support claim that poverty and unemployment remained the primary contributes to success of global trafficking. Prostitution is the act of indulging in sexual intercourse for payment or material needs.

According to the encyclopedia of health and education for the family, prostitution is defined for the family, prostitution is defined as the practice, on the part of an individual, of continual and repeated sexual relations kin a  random way with everyone who asks with the main goal being that of economic gain and not pleasure on the part of the one receiving payment.

Webster’s Dictionary (2003) noted that prostitution is the offering by a woman of her body for the purpose of intercourse with men her.

The encyclopedia Britiianna (2005) noted that prostitution is the offering by woman of her body for the purpose of intercourses with men for hire.

The encyclopedia Britannica (2005) sees prostitution as the practice of engaging in general with someone who is not a spouse or a friend in exchange for immediate payment in money or other valuable.

Inspite of the sexually transmitted disease (STD) such as HIV/AID, Gonorrhea, etc that have dominated the sexual world the act of prostitute still flourished in many part of the world.

We have made an attempt to look at the history of prostitution and its nature. But for the purpose of this study, prostitution shall be narrowed down to secondary school students.

Prostitution among secondary school student is in no doubt a worrisome phenomenon. It is the act engaged by student between the age bracket of 12 years to 20 years, theses student indulge themselves in prostitution for the purpose of financial benefit not purpose perse.

This phenomenon may have started out of promiscuity on the part of the student or violence which they  might have been exposed to or more peer pressure as the case may be. The parents teacher media government  and the society at large perhaps, may not be left but when pointing an accusing finger. Since the up-bringing and training of these young stars in terms of value and norms fall in the domain of each of these agent of SOCIALIZATION.

Although encyclopedia Brittannica (2005) Observes that among some people prostitution has been required of young girls as a puberty rite or as a means of acquiring a doway and some religious require prostitution of a certain class of priceless.

The society frown at this evil (prostitution) yet some  of our lawmakers and part of member of the society is promoters and perpetrator. This ugly event characterized todays home videos depicting these unfortunate student as they are being exploited sexually by these aviants of our society all in the name making quick money.

However, effort are being made to bring to an end teenage prostitution following the out-cry of meaningful citizens non-governmental organization and lawmakers in Nigeria. The truth remain that, just like any other social problem in our society and the worlds at large, prostitution wherever it occur cannot be eradicated I all its ramification. But can reduced to the bearest. Minimum it conscientious effort made on the part of government agents of socialization and the society at large.

Therefore, this research work shall focus on the causes and effects of teenage prostitution in secondary school in Ndokwa-east local government Area of Delta state. It shall examine the inherent nature causes and affect in student themselves their parent the schools in Ndokwa east local government area.

  1. STATEMENT OF PROBLEM

The study intends to find out the cause and effect of teenage prostitution in secondary school in Ndokwa east local government area of Delta state

CHAPTER ONE

1.0    Background of the Study

1.1   Introduction

It is today universally accepted that Education is the fountain and foundation of all wisdom, therefore, the importance of education in any community cannot be overemphasized. Education is the major factor for sustainable development as well as a strong pillar around which every other action revolves. This is because education is the most necessary and effective weapon identified by the world over advancement of human progress and development. For rapid socio – economics and social political development of Nigeria, education or at least the basic one is indispensable (Wales,1996).

The biggest obstacle that needs immediate attention in Nigeria and other developing countries is how to reach the unreached. Education wise, how to take education to the door steps of the masses. A lot of researchers found that between 65% to 70% of children do not go to school. From analysis made by stakeholders, it was obvious that the explanations advanced that low enrolment among others was mostly financial.

Many parents find it hard to enroll their children in the school and where they do, many of the children do not stay to complete their studies due to financial problem, poverty and low level of awareness on the needs to send children to school. The Universal Primary Education (UPE) Scheme was the first attempt at the national level by government to establish a universal education programme in Nigeria. It was launched in 1976 by President Obasanjo, the then Military Head of State, compared to the Universal Basic Education (UBE) programme launched in 1999 (Isyaku, 2000).

The objectives of the UPE were more modest and directed by what was perceived to be the needs of the nation at the time it was; To ensure that every Nigerian child from age of six, attended primary school and remained therefore the next six years, under a free education scheme funded by the federal and state government (Obasanjo, 1999).

It is of interest to note that the UPE was not a total failure as general opinion tends to portray. This was so because the programme recorded and increased in the number of children in primary school from 6 million in 1977 when it started to `12 million in 1980 (Obasanjo, 1999).

The obstacle UPE faced, began from the middle of the 1980s were also acknowledged. The problems faced them were categorized in three broad groups.

First, is the population explosion of the 1980s which led to sudden astronomical rise in the number of school age children who could not be accommodated within the existing school structure, this was in turn due to inadequate schools and acute shortage of trained and qualified teachers.

Second was the decline in national revenue which militated against the allocation of sufficient funds for the expansion and quality improvement of the scheme.

The third and final problem was political instability in the country which caused confusion in terms of what priority should be given to advance education at all levels for UPE to go beyond mere recommitment and for it to represent the actualization of the “expand vision”, all hands must be on deck (of those who lead, the led and those who stand between the leaders and the led) must occupy sincerity, transparency and accountability to implement the UBE programmes.

There was a world conference on education held in Jomtien, Thailand in 1991 which was popularly called Education for all (EFA). This conference was sponsored by the effort of some of the world organizations and attracted all the Ministers of Education from all the countries of the world. The outcome of the world conference on education was the recommendation of the concept of ‘Basic Education’ to be adopted by all countries in the bid to reduce dropout and illiteracy rates in every society. The report on the state level policy dialogue on UBE programme organized by Nasarawa State Universal Basic Education Board (SUBEB) Primary Education Board states that every citizen of the world enjoys fundamental human right to education. To determine its exact nature and content depends on the context – political, socio – economic, cultural, technological etc of each society. UBE therefore entails the following:

–               An enlarged view of education to integrate formal and informal possibilities for the development of human potentials.

–               An attainment that is not confined to orthodox education agencies but which requires the input of other socio – economic development sector.

–               An affair that is a lot more than the government organization and the entire civil societies.

–               A strong emphasis on learning, that is, success in acquiring basic skills of literacy numeracy to learn as the most valuable end result of education.

“Education for all is the business of all” is the slogan used to summarize what UBE is all about (UBE Digest 2002) to narrow down UBE to the Nigerian situation, one can say that basic education in Nigeria encompasses vertical and horizontal dimension. The vertical dimension is the broad spectrum of formal and informal approaches to education.

The horizontal dimension covers the linear vision of education from early childhood care and education of junior secondary school with respect to the scope of programmes, it goes beyond junior secondary school, since the concept of UBE is a life long based venture, as skills acquired are used for further learning according to changes, in individual and national development. The basic aims and specific objective of the UBE as spelt out in the Federal Republic of Nigeria (FRN) implementation guidelines for UBE programme (2000) are:

–               The provision of free, universal education for every Nigerian child of school age.

–               Reducing drastically the incidency of dropout from the formal school system through the relevant quality and efficiency.

–               Catering for young persons who for one reason or the other have had to interrupt their schooling as well as other out of school children/adolescent through appropriate forms of complementary approaches to provision and promotion of basic education ensuring the acquisition of the appropriate levels of literacy, numerically manipulative, communicative and life skill as well as ethical moral and civil values needed for laying a solid foundation for life long learning.

There is need to identify the main areas of strategy, in implementing the UBE successfully. The key areas are: a teachers training programme for curriculum defines a building programme designed for the new curriculum. The infrastructure and facilities remain inadequate for coping with the system that is growing at a rapid pace. Lack of teaching and learning resources. The financial crisis left the existing facilities inadequately maintained and has retarded progress in building new facilities.

1.2    Statement of the Problem

One of the objectives of education in Nigeria, to which the nation’s philosophy is linked to, is the acquisition skill, abilities and competencies both physical and mental as an equipment for individual to line and contribute to the development of the society (UPE, 2004). Thus after completion of primary school, an individual can choose between continuing with his studies or opt for immediate employment because it is expected that he might have acquired some basic skills that equipped him or her for employment.Nevertheless, the implication of this is that adequate facilities, like, classrooms, libraries, instructional facilities and enough qualified teachers will be provided in all the primary schools.

This smooth implementation of the UBE also requires that adequate fund is to be provided for the procurement of facilities and training of personnel. Educational system in Nigeria over the years has faced a lot of problems including lack of needed human and material resources. Inadequacy in this area has lowered educational standard in the country. For successful Implementation of the Universal Basic Education (UBE), the Education sector must make sure it manages its financial, physical and material resources properly. This study is designed to appraise the Universal Basic Education in Toto Local Government Area of Nasarawa State.

1.3    Purpose of the Study

The general purpose of the study is to assess the implementation of UBE in Toto Local Government Area specifically, the study aims at.

  1. Determining the availability of instructional materials
  2. Determining the availability of Infrastructure
  3. Determining the number of trained teachers.

ABSTRACT.

Teacher motivation naturally has to do teacher’s desire in participation in the education process. Motivation is commonly assumed to be a good thing that goes in influencing individual’s behaviours and performance at work. The study addressed the motivational needs of teacher’s the factors responsible for lack of motivational of the teacher’s and strategies for improving the motivational needs, these needs include from society, good school building and entitlement. Furthermore, poor payment of salary and entitlement, poor school building conditions, lack of respect from the society are some of the factors responsible for lack of teacher’s motivation. However restoration of teachers past glory will go a long way in motivating teachers, salaries must be paid as at when due and teaching facilities and to enhance teachers productivity.

CHAPTER ONE

INTRODUCTION

Background of the Study

Motivation is the term used to describe the processes, both instructive and rational which people seek to satisfy their basic derives, perceived needs and personal goal which trigger human behaviour (Cole 1885) it is indeed the force that energize behaviour. The task before the researcher is to know what actually motivates teachers to work hard and use those factors to proffer solutions in order to get the best from the teachers or allow the teachers to contribute effectively towards the accomplishment of the set goal and to satisfy their own needs in the process.

An employer should be aware that the employees have different needs, different desires for responsibility, different level of knowledge and skills and different passive and are manipulated, motivated and controlled by the government as the knows what the citizens need and provide some of these needs. Needs may also be as a result of behaviour for instance a person’s needs for accomplishment may be made stringer by the satisfaction he derives from achieving a desired goal or it may be dulled by failure (William 1993).

Teachers education is one of the mainstays of democracy and national stability in the country because teachers in any country are said to be the most reliable industry that can put the country on lead the load to self – reliance because teacher’s are the producers of the manpower needs of the nation which will in turn provide the needed skills and labour of every sectors, example industrial, technological, health, scientific and social which form the core of the nations self – reliance.

The teacher is a vital factor to be reckon with in any educational system. Education is a must in the life of a nation that aspires for greatness. Good education must be qualitative and functional. A qualitative and functional education relies largely on a core of devoted, knowledgeable, competent and well – trained teachers who are exposed to real life situation State Primary Education Board (SPEB, 1994).

The continuance and survival of our educational system at all levels depends largely on the quality and quantity of professional teachers. This can only be achieved by meeting the motivational needs of teachers, need identification refers to what you require to enable you to do your work more effectively. But to say this is easier than doing it for various reasons.

Firstly, your own needs as an individual are forever changing as you grow older and more and more matured. Secondly the nature of your job, whether as a teacher or head continues to evolve, partly because of the results of the development of your own country, but also because of new inventions and the changing relationship of the human race to planet earth (Sisimayi, 1993)

According to Best (1984) “Education was seen as the necessary instrument immediately and essentially for the consolidation of the independence for securing the new nation against neocolonialism and for making workable the newly established self – government in a multi – ethic society” In view of this, mass education at least to the level of literacy was also viewed by the Nigeria leaders to be the basis to create a proper foundation for a democratic government. Up to date the desire to use education for national building has been very compelling, and so much as the faith in education that the school of the socialization but also for other social functions and for economic growth and development In attempt to achieve these goods, Universal Primary Education (UPE) and the Universal Basic Education (UBE) were introduced nationwide 1970 and 2000 respectively, although before these times, these were seen  and practiced in some parts of the country like the former western Nigeria under the late Chief Obafemi Awolowo. Today, Nigeria has witnessed a phenomenal expansion at all levels of her education.

Even though, the laudable motives seemed to justify the very high cost of the expanded education programme, especially of the late 1970s the schools in Nigeria are not really effective engines for the resulted into very disappointing performance at the school level, and as the basis of further academic achievements, the situation actually tends towards threatening the future of the nation. This situation is so because the able leaders that will be produced for the future cannot be illiterate and ignorantly trained.

The ugly situation has been causing a lot of concern and fears to various government quarters educationist, philanthropist, parents and the generality of the Public. Kolo, (2000) concluded that “This declining trend has been causing a lot of concern and fears in of various governmental quarters since the report concluded that the nation is heading for the breeding of generations illiterate Nigerians. The failure of Nigerian schools is thus indicating that the health and well – being of the nation’s society may be in jeopardy”.

Statement of the Problem

The problem for the study is that primary school teachers are not properly motivated because the authorities and the society as well as the system do not in any way seem to meet their needs, morally, economically, psychologically, socially to mention just a few, hence, that is why you see teachers are not given the due respect in the society but even pupils that they teach, because of their low level of economic power in the society that worship material rather than dignity. They are most at times treated and considered as nothing in the eyes of the society. It is in the light of the above that this research intends to investigate their motivational needs so that at the end of the study, solutions will be provided or recommended that can give the teacher his rightful place in the society.

Ironically, it can be seen or observed that teachers at all levels are relegated to the background and teaching itself which hitherto was humble, respected and highly motivated profession has become a job and thus becoming a dumping ground that is not respected by even those in the teaching profession talk less of others. While those in charge of ensuring adequate monitoring supervision and evaluation as well as reward of the system goes to the hard working staff and punishment go to the truants are nonetheless not doing their work because they too are not motivated. Worst hit by this act of share neglect are the primary school teachers who most of the time are teaching under a very pathetic and unfavorable atmosphere that portrays nothing but the ghost shadow of this noble profession.
