CHAPTER ONE

INTRODUCTION

BACKGROUND OF THE STUDY

Continuous assessment is one of the new concepts introduced in the Nigeria educational system with the new national policy on education in short it is an interval part of the new system of education otherwise known as the 9-3-3-4 system. Assessment is an essential element in the educational process. A teacher must make some measurements of the extent to which the learning experiences of students have enabled them, achieve the stated objectives of the course of study.

Ohunche on Odili (2001) defines assessment as an involving the determination for the value and work of a thing implies making decision. The changing needs and attitude of individual children call for a continuous evaluation of such needs and trials in order to enable the children understand themselves better. Their teachers to improve on their teaching methods, the parents and guidance understood the children, so that educational vocational and personal social decision can be realistically made on them. Scholars have looked at the issues of the attitude of students towards assessment in educational system and have seen that the success education will ever offer is seriously tied to the facilities relevant to it.

According to Peretomode (2007) stock of educational facilities in public school system in Nigeria is enormous even at the present state of their insufficient and inadequacy. They represent substantial financial outlay to the tax payer. Establishing new educational facilities is no longer that easy because of the current state of economic depression and constantly raising costs. Edem (2008) seeing the importance and position influence of school facilities to educational achievement of students said. It is the duty of the ministry or the board of education to make furniture’s, equipment, books and expendable materials available to schools. Their inadequacy constitutes another source of frustration and disillusion among teachers. African leaders earnestly desire good education programmes for their people, but in many cases the resources are so merger that little progress can be made.

According to Inyong Abia (2002) continuous assessment are the pivot on which the wheel of teaching and learning process rotates. As cited by Inyang Abia (2004) the use of continuous assessment is the most significant aspect of influence for students effective performance. According to Bayo (2005) the availability of continuous assessment in learning process have the potency for motivating and focusing learners attention on the lesson being presented.

According to Obi (2003), a good continuous assessment can make the following contributions. Promote the development of ready skills and encourage long term habits through ready, listening and etc those learning habits from the key to continuous success in school and to the personal encouragement of leisure this throughout line.

Assessment is not merely testing (Osokoya, 2006), it is a process through which the quality of an individual work or performance is judged (Mwebaza, 2010). In relation to school setting. Greaney (2001) defines assessment as any procedure or activity that is designed to collect information about the knowledge, attitude, or skills of the learner or group of learners. Thus, in the context of education, assessment can be defined as a predetermined process through which the quality of a student’s performance in the three domains of educational objectives (cognitive, affective, and psychomotor) is judged.

Assessment of students learning of curriculum contents in the area of knowledge, skills, and values is a major pre-occupation of many educational reforms. This is because results from such assessment not only provide feedbacks regarding the educational progress of students but remain the authentic yardstick for gaining the effectiveness of the teacher, the quality of instruction and in part the functionality of any curriculum reform. Continuous assessment as an assessment carried out in an ongoing process (Mwebaza, 2010) is an objective judgment considered an important part of structured assessment purposely designed and administered to enable the teacher to evaluate some aspect of a students learning of a specific time.

A number of characterizations of continuous assessment exist in the literature. According to Agawam cited in Mwebaza (2010) continuous assessment not simply continuous testing. Continuous assessment does not solely depend on formal tests. Continuous assessment is more than giving a test; it involves every decision made by the teacher in class to improve students achievement. Continuous assessment as only a part of the field of educational evaluation is a method of evaluating the process and achievement of students in educational institutions (Yoloye, 2006). This means that continuous assessment could be used to predict future student’s performance in the final examinations and the possible success of individuals at the work place or on a particular job.

Continuous assessment is a formative evaluation procedure concerned with finding out in a systematic manner, all gains that a student’s has made in terms of knowledge, attitudes and skills after a given set of learning experience (Ogunniyi, 2004). A more comprehensive definition of continuous assessment is given by Ezewu and Okoye (2007). They see continuous assessment within the educational context as a systematic and objective process of determining the extent of a student’s performance and all the expected changes in his behaviour from the day he enter into a course of study in a continuous and progressive manner to the end of such a course of study and judicious accumulation of all pieces of information derived from this purpose, with a view to using them to guide and shape the students in his learning from time to time and to serve as bases for important decision about the child.

Continuous assessment is defined as a mechanism whereby the final grading of a students in the cognitive, affective and psychomotor domains of behaviour takes account in a systematic way, of all his performances during a given period of schooling. Such an assessment involves a great variety of modes of evaluation for the purpose of guiding and improving the learning and performance of the student (Nigeria, Federal Ministry of Education). Continuous assessment is an ongoing diagnostic and school based process that uses a variety of assessment tool to measure learners performance (Zambia Ministry of Education, 2007). Continuous assessment could also be defined as a mechanism whereby the final grading of learners progress in the cognitive, effective.

CHAPTER ONE

INTRODUCTION

BACKGROUND OF THE STUDY

The rate at which unemployed computer education graduates in Edo State roam the street without job has began to draw the attention of everybody. One would begin to wonder as to the causes of these ugly trends or further still the influence it has on the economy of Edo State. In the course of this research, it is important to know the meaning of the concept of ‘unemployment’ in order to do justice to the causes and effects of unemployment on computer education graduates. Unemployment is a condition or situation whereby persons capable and willing to work are unable to get paid employment. In any economy, there are many people perhaps even most of the population who do not have paid jobs because they are nursing babies or looking after their families. Unemployment refers to those who are involuntary without work, those who want jobs but cannot find them.

It is never possible to have 100% employment in any economy, hence the following types of unemployment may be found. Frictional unemployment: This consists of workers in the process of moving from one job to another, who show up in the unemployment figure at any particular time. Structural unemployment: These are physically, mentally and intellectually healthy people who cannot find them. It is this structural unemployment that the researcher of this thesis is concerned about. Unemployables: These are people with physical or mental handicap, which means that although they would like to work, there is no work, which they are able to do. Normal or transitional unemployment: This occurs when people change their jobs, that is, people merely desire to change or move to a different part of the country for better jobs prospect. Cyclical unemployment: This term refers to the alternate booms and slumps in the level of industry activity. Visible unemployment: This is the existence of a large number of people who do not have work and who are dearly looking for work. Invisible unemployment: This on the other hand is a situation whereby people are not looking but they are not looking for work because they feel that there are no employment opportunities for them.

The problems of unemployment date back to the 1930s, even before the great world economic depression. In Nigeria, specifically, Edo State by the year 1960, school leavers secured jobs with relative ease, skilled labour was scared and difficult to come by and it was the employers who looked for them instead of the other way round as it is now. However, it must be emphasized that this research is concerned with the unemployables frictional unemployment. But what this author is researching into the effect and pattern of visible supply deficiency and structurally unemployed computer education graduates in Edo State.

STATEMENT OF THE PROBLEMS

The magnitude of the effect of unemployment is difficult to determine because Edo State is plaque with insufficient statistical data and records.

The problems of unemployment on computer education graduates are growing at an alarming rate because of the high population passing out of our college and universities on a yearly basis. Computer education graduates come out from the college of education without hope of getting employed in the state. This has led to the study of the causes and effect and possible solution to computer education graduates unemployment problems in Benin City particularly and Nigeria in general.

OBJECTIVES OF THE STUDY

The objectives of the study are to;

1.           Examine the cause and nature of unemployment among computer education graduates

2.           Examine the effects of unemployment on computer education graduates in Benin City

3.           Recommend possible solutions to the identified problems of unemployment among this group of graduates, which can aid in reducing the effects.

RESEARCH QUESTIONS

i.             What are the major factors responsible for unemployment?

ii.            What are the problems encountered as a result of being unemployed?

iii.          Does unemployment lead to health problems?

iv.          What are the effects of unemployment to the family?

v.           What is the statistic of the unemployed on Ovia North East Local Government Area?

SIGNIFICANCE OF THE STUDY

This research was will be useful to the federal government, local government, tertiary institutions, students and general public.

Since the causes and effect of unemployment has been identified and enumerated, it is hoped that the state government will undoubtedly tackle it and accelerate economic development in the state.

SCOPE OF THE STUDY

The scope of this project work embraces the whole nation but for the purpose of being specific, this study also focuses on the causes and effect of unemployment on computer education graduates only.

DEFINITION OF TERMS

In the course of this study, some terms used in the process are defined as follows;

Unemployment is a condition or situation whereby persons capable and willing to work are unable to get paid employment.

Frictional unemployment: This is the process of moving from one job to another by workers.

Structural unemployment: These are physically, mentally and intellectually healthy people who cannot find them. It is this structural unemployment that the researcher of this thesis is concerned about.

Visible unemployment: This refers to the association of a large number of people who do not have work and who are dearly looking for job.

Unemployables: This is as of physical or mental handicap, which means that although they would like to work, there is no work, which they are able to work.

Normal or transitional unemployment: This occur when people change their jobs, that is, people merely desire to change or move to a different part of the country for better jobs prospect.

CHAPTER ONE

INTRODUCTION

1.1       BACKGROUND OF STUDY

From the secondary school age, the adolescent are often faced with the problem of choosing subject that are suitable and relevant for the attainment of a dream career. This process of choice making leads the adolescent to select one form of subject or the other in which he or she is best suited.

According to Okeke (1993) in pre colonial Nigeria, the acquisition of skills did not require much specialized assistance because it was organized informally at home and in families, village square, and at moon light games. These purpose were dearly understand by adult citizens who impacted the skills such as the pract9ical transmission of local customs, moral, religious and social values.

In modern age, the quest for knowledge and excellence has made the society more complex and as a result create the problem of career choice among youth just coming out from secondary school, quite often, the adolescent student choose subjects for which they have no interest or ability on. It is always a failure on the part of student which can lead to frustration and eventually leads to dropout. With this, choosing a suitable and interesting subject becomes a problem which he or she must in one time or the other faced in future. The eventually becomes not just the individual students problem but societal and government responsibility.

Also, the choice of a subject is very crucial in the life of the students as it may affect every aspect of their lives. A right choice in subject making will always afford the students opportunity to actualize their potentials in their chosen future career.

Jaiyeola (1997) of the opinion that our young one needs constant guidance in their choice of subject; this is because it is common to find students choosing subjects for which they have little or no aptitude or interest in only to the end up frustration treated in long run

1.2       STATEMENT OF THE PROBLEM

There have been a lot of research work carried out on this topic, but despite their findings and results, choice of school subject is still a common problem student’s face in school today. Therefore, this study tends to examine specific issue that serve as barriers to choice of secondary school subject
