INTRODUCTION

Background of the study

Pidgin is a mode of speech that is not peculiar to native language, but which can be demonstrated to have developed from at least one’s such languages.

They are only a supplement of the categories of vernacular and standard English.

More so, one medium of communication which the modern man cannot imagine himself without is radio broadcast medium.

As soon as we wake up in the morning we want to know what the time is to make sure that we were keep to the day.

Before we finish our morning toilet the radio offer us a few tiredly pop song to cheers us up at that early hour of the day.

While eating our breakfast, we learn what happen at home and abroad , and what expected to happen today .

And before we lock the door to go to work , we overhear the whether report – so we had better return to take an umbrella .

The radio inform entertain comfort, talks and plays pleasant melodies for us at every hour of the day without disrupting our attention nor disturbing us while doing some manual work. On the contrary, household chore and cooking are done quicker when listening to radio .

If the book is said to be mints good friends it applies perhaps are more to the radio .

In all regions of the world, radio is to be the most ubiquitous of the mass media . Here in the developing countries, radio is said to be the only medium that can really be labeled “mass” , where a large proportion of the population can be reached by radio broadcasting and possess the means to receive them .

No other medium now has the potential; to reach so many people efficiently for information education cultural and entertainment purposes .

Radio can be used easily and economically to reach outlying regions for communication in many vernacular – often unwritten language existing in developing countries .

What is today known as the federal radio corporation of Nigeria [FRCN] started in 1932, when Britain launched its empire broadcasting experiment .

Lagos was selected as one of the centers for the reception and local re-broadcasting corporation [BBC] programmes. In 1937, the post and telecommunication department established a wireless station in Lagos to achieve this objectives.

The issue of elections media privatization has been in constant debate in Nigeria.

However, the last military Administration of president IBRAHIM Babangida took the bull by it’s horns when in 1992, the decree on privatization of media was promulgated.

Considering the present economic state of the nation. These and more will remain the core of my study in this treatise. I will like to know the effect media on government owned and controlled media and the reactions of the experts, political scientists, practicing journalists and other enlightened audience on this new development.

Despite the various reasons advanced by monopolization of the apologists, the pressure for private participation and ownership of electronic broadcast media persisted and is now upheld.

1.1     INTRODUCTION

          It is a common belief that mass media play unquantifiable roles in matters of public interests, public opinion and formation of attitude.

According to a study carried out in 1969 by Simpson Etal, on the “effectiveness of the mass media and other channels of communication in Lagos; they found that “radio proved to be the most effective means of communication information to the people living in Lagos, and that radio is significantly listened to by both the rich and the poor alike in Lagos, Nigeria.”

Many people have equally written to bare their minds on the media of electronic media in Nigeria.

In the light of these therefore, the effects of privatization of electronic media in Nigeria, should not be either over or under stressed. This is because, the privatization of the broadcast media no doubt have far reaching effects on both the people, and those engaged in the operation including the government.

Some of these effects are positive while some are negative. However, before discussing these effects, let us stress here that in any country where the media ownership and control are vested on either the government or group of individuals, the media tend to act as megaphones for these in control, instead of performing their primary functions of informing, educating and entertaining the masses. This situation has been the bare of most countries of the world, particularly, in the developing nations such as Nigeria.

In spite of the above assertion, the Nigerian government over the years has exclusively stuck to the ownership and control of the broadcast media; advancing some reasons for their action, chiefly among which are “national unity”, internal security and need for developmental journalism in the country.

Whatever, the public spirited efforts and mounting pressure by the exports and wealthy individual entrepreneurs (informed by the need for industrialization and commercialization of the media). Over the years on the authorities for wider dissemination of information, the federal government yielded to this noble idea and in 1992, under then military administration of president Ibrehim Badamosi Babangida, a decree was promulgated empowering private participation in the electronic media: radio and television precisely.

ABSTRACT

This study is aimed, at pointing the role of public relations department and the practitioner in building the corporate image in government parastatals. It is obvious that going by the “Reform Agenda” embraced upon by the present administration lead by Oluseagun Obasanjo, so many groups and organisations are experiencing problems. To be able to survive, corporate organisations are doing a lot of re-organisation. This entails pruning their size so as to reduce their usually heavey expenditures. To some extent, these organization’s corporate images are affected. To survive this, the need for effective public relations practice becomes pertinent. In doing this, relevant literatures were reviewed. It is obvious from the review that public relation remains as important tool available to any organisation that desires to survive. For the purpose of this study, survey method of social science research was employed. The questionnaire approach was also employed to ensure that varying and venous shades of opinion about the subject of the research were obtained. Four hypothetical questions were formulated and tested using chi-square technique at 0.05% probability level for appropriate inferences. The hypotheses received statistical support.

INTRODUCTION

          In any organization, the need to maintain the image of the organization is of great importance hence this study surveys the role of public relations in building corporate image. It set out to find out whether Nigerian Airways Enugu, has in any way established rapport and good will in the course of its dealings with the various publics. It will also identify whether the customers   are satisfied with the services of the organization. This study will also x-ray how far the public relations roles has helped or will help to co-ordinate the organization and its various publics.   If the publics perception of the Nigerian Airways image when determined is bad, then the researcher would be in a position to advise and make necessary recommendations that will enhance its image. More so the study will contribute to the knowledge of generality of Nigerians in their guest for enhancement of corporate image in government parastatals.

Nigerian Airways is a public corporation and business enterprise and as such is required to succeed. As a public institute devoted to the servicing of the public interest it must have the interest of its publics as a major consideration in the bid to achieve public co-operation and acceptance. As a business institution, the Nigerian Airways must use business principles to operate in such a way that it becomes economically independence against crumbling.

Against this background, Nigerian Airways instituted the public relations department to help foster the activities of the organization in order to achieve its aims and objectives. This is so because no business oriented organization can make any meaningful achievement without the help and use of a public relations practitioner. It is easily identifiable that the basic philosophy underlying public relations practice is of prime importance in all spheres of activities. The public relations man engages himself in doing good and trying to get credit for the good he has done. This involves wining friend keeping them and influencing them as well as others. It also involves looking good by building and sustaining good image or good will through good deeds that will win favourable considerations for Nigerian Airways Enugu among members of the public.

Public relations, by definition according to Frank Jefeckins states that public relations is the process of assessing consumer wants, establishing communication, fostering goodwill so that the consumer wants or needs can be profitably satisfied”.

Another definition according to the editors of public relations news states that public relations is a “a philosophy and function of management, which evaluates public attitudes, identifies the polices of an individual or organization with public interest and execute a programme of actions to earn public understanding and acceptance”

From these definitions, it is obvious that the public relations man blends the public interest with that of the organization for optimal achievement. It also identifies the need for the public relations man to evaluate the public attitude and conception of the organization with the aim of attaining and eliciting favourable actions where necessary.

INTRODUCTION

1.1     BACKGROUND OF THE STUDY

The media as the watchdog of the society eliminates its light on the society not for getting its responsibility of entertainment, information and educating its audience as to keep them abreast of the dynamism of the world, condemning the ills of the government and the governed, all geared towards a better society.

Media practitioners by implication cover all the people who are trained in the art of journalism and work in radio and television station, newspapers and magazines and other medium through which people get informed. The concept of the media developed right from the time the printing press was invented five centuries ago. The invention revolutionized man’s ability to communicate ideas and information. But from that time, there was always this desire of those who had control of political authority/power to create barriers against the free flow of ideas and information, which they believe could threaten their rule.

Press freedom as a concept of libertarian philosophy is always assailed by those who use quo maintained, hence, use of extract legal measures against media practitioners, which was colossal during military era. For media practitioners to carry out their duties effectively and efficiently, they should be granted certain degrees of freedom hence absolute freedom is unattainable. Media practitioners in trying to meet with its expected roles have encountered great unhealthy confrontation ranging from harassment, intimidation, and deterioration to censorship, which is more pronounced during military dictatorship.

This work is restricted to late general Sani Abacha military jilts who revealed in gagging and muzzling the media using state securing apparatus despite the fact that modern constitution endeavours to safeguard basis freedom which the military had always defied, flouted, suppressed add violated with impurity. This government use of extract legal measures against media practitioners can be traced back to the infamous decree. No 4 as promulgated by general Buhari (ltd) in 1984, which endeavoured to strangle press freedom. The Decree becomes the sword of Damocles of dangling over the head of every journalist. Of course, the two of Nduka Irabor and Tunde Thompson were detained for violating the infamous Decree No 4 otherwise known as “the Public officers protection from false Accusation” Decree 1984 for publishing about changes in Nigeria High Commissioner in Britain who is to be withdrawn and replaced by Rtd General Hannaniya. They refused to divulge the source of their information. They were later charged to court, tried and convicted under the provisions of the Decree on April 1984. They were jailed for 18 months.

In 1995, the quarter of Mrs. Chris Anyanwu, Kunse Agibade, George Mba and Ben Charles Obi were detained in different prisons across the country on 15 year jail sentence each by a special military tribunal headed by Brigadier General Patrick Aziza for allege coup plot which has to do with reports carried by their magazines on the alleged Coll Groadabe coup of 1995. In another development, security agents swooped on Onome Osit-Whiskey and whistled him away on November 9, 1997 with his colleagues at Tell headquarters at the mercy of invading security agents who had come for the previous week edition of the magazine which was titled why Abacha won’t hand over’ Tell premises was sealed off and the staff who were around beat a hasty retreat. Thinking that a parted delivery van continued he magazine in question the operative brought in a tow-van and forcefully removed it to their operational base.

The growth of banks in the former British west Africa (Nigeria inclusive) did not start until the introduction of the British coinage and currency system in late 19th century.
