CHAPTER ONE

1.1 INTRODUCTION
The National Open University was the worlds first successful distance teaching university. Born in the 1960’s, the White Heat of technology era, the Open University was founded on the belief that communication technology could bring high quality degree level learning to people who had not had the opportunity to attend campin universities. However ideas about distance teaching and educational uses for broadcast media had been circulating in Britain for a hald century or more. In 1926 the educationist and historian JC STOBART wrote a memo, while working for the infant BBC, advocating a “wireless” university. In an article for “where”? Magazine (autumn 1962) Micheal Young proposed an Open University to prepare people for external degree. An election was conducted because, the idea was very much, becoming the personal property of it’s header and Harold Wilson won the election, he appointed Jenue Lee, it seems likley that Harolds Wilson idea would have failed her total commitment and tenacity gradually wore down the mountains of hostility and indifference that she faced. In Moscow all they were doing was routine long-term broadcasting and some correspondence courses she had a different vision from that. And she hated the term ‘University of the Air’ because of all the nonsense in the press admit. Sitting in front of the tele to get a degree. The first Vice Chancellor for the Open University was professor Walter Perry – During 1969 the first staff of the University were pushing ahead as fast as we could. Application from potential students were coming in, by the middle of 1990, we know these were enough application to make in viable. In January 1971, the first student began work on their first units of the first foundation courses. The Open University was described as blither nonsense’s in 1969. Audio cassettes and later video cassettes gave students more autonomy. Then in the 1980’s, perosnal computers opened up exciting new prosistilis for many courses. By the mid-nineties we began the massive exploitation of the internet that ……. The open university the world leading e-university.

That open library receives more than 2,5 million age views and is a major centre for developing information literacy. Many students are also enthusiastic bond. The most dramatic development, however is conferencing on the internet where number have rise from 2,000 student in 1994 to 10,000 this year. In the new millenium, it has created the mean to achieve life long learning for all. The open entry philosophy of the open university. The means that excellence teaching, comparable in quantity with other great universities has been available to many more people. The key to the open universities success has been excellent in scholarship in teaching in research and above all, in the systems and methods which help people to learn and to succeed. In addition, the open university is the largest provider of management education in Europe. The National Open University of Nigeria is dated back to 1983 when the then Shagari Administration approved the commencement of National Open Universities. The laudable idea could not be implemented due to lack of proper planning and infrastructural incepts. The imitative was re-awaked in 2002 when the federal government felt that the resurrection of National Open university project would assimilate the displaced satellite camin student of Nigeria Universities which sprang up before 1998 and 2000.

1.2 STATEMENT OF PROBLEMS
Historically result processing and publication for National Open University of Nigeria has been affected by several factors based on the current online processing method such as:
