CHAPTER ONE

INTRODUCTION

1.1     BACKGROUND OF THE STUDY

Organizational viability is the capacity of the organization to continue to service and develop in this era of business complexities which result from continuous and rapid changes within the social system, conflicts and dispute, whether in the form of open hostility or quite dissemination becomes inevitable issues that every organization must strive to curtail this pertinent because dispute or conflicts are usually a threat to organizational viability if not adequately managed or handled even though conflicts between persons or management and employees could be thought of as natural events Nakodi A. (2001) posited that organization should be very much aware that such conflicts could cause distrust and industrial crises or disharmony in the long run.

Conflicts or disputes among management and employees (labour) can lead to one or both parties having their feelings hurt, thus leading to issue that can inherently affect the smooth running of the organization in which they work or manage. On the other hand conflicts or disputes can serve to enhance the effectiveness of an organization since it can safely be assumed that conflicts although ever present in a social system, may not always be as destructive as they are portrayed, the central question among a lot of scholar human resources managers and of course employers of labour is how to, in their own varying capacity and abilities effectively and efficiently manage conflicts and its resolution to ensure that their organization benefit rather than suffer from occasional labour management clashes.

Admittedly, organizational conflicts does erupt in organization because of the inability of employer and this or her employees to work together in peace. This may be as a result of ineffective communication, non exclusion in decisions that affects employees, or lack of adequate or good working conditions or incentives and non existence of unions that employees can channel their grievance through, thus collective bargaining as a tool allows the parties.

The two parties to meet regularly so as to identify the dissonance that exist between them amicable so as to prevent industrial dispute or conflicts.

The study revealed among other things that government does not really support the small scale business enterprises to grow as it was expected and most business enterprise find it difficult to obtain capital either from the government or the banks. The study has drawn conclusion that what is really affecting the small scale business enterprises are lack of capital for expansion. CHAPTER ONE

1.0   INTRODUCTION

Small scale business constitutes the highest percentage of business establishments in the country both at the national, state and local levels. Since they are of great importance to the nation’s economy and industrial development, one therefore, wonders why such businesses are prone to poor management. However, the poor management of the rise and fall of these businesses daily are not of major concern to most of us. This according to Omlekwusi, (1995) is that people tend to sing success and hide failure.

Basically, the aim of any businessman is to maximize profit and achieve success.  However, the achievement of his objectives depends on this managerial skill and the quality of those employed. Madu, Nwaogwugu and Ohiri (1988) noted that incompetence on the part of entrepreneurs accounts for over 35% of failure in business.

This, therefore, is traceable to their inability to employ the right caliber of people, with relevant experience and personal qualification.

To underscore this point, Frame (1975), Iwuoha, (1993) and Onvekwusis, (1995) believed that most business collapse within a short period as a result of poor management t by entrepreneurs and lack of qualified officer workers.

Since these people lack certain qualifications, they sometimes believe that business are only run by capital.

According to Nolan, (1967) and Pophan, (1971) the knowledge of business education makes one not only a good business manager but also better sales manager. Similarly, Jackson (1975) stressed the need for developing competency in payroll procedures, he believed that any community that have many small businesses need to have knowledge of accounting (pay rolling) in order to survive. Since majority of those who run small scale businesses are people who are unable to complete their education or those who could not go beyond the JSS 3 and are prepared for self reliance, it is important that they understand that business education is for business and about business. To what extent the operators of small-scale businesses have the knowledge of business education or education for business is still unknown. This project, therefore determines the extent to which the operators of small scale business are knowledgeable in their areas o operation, examines the factors responsible for this and suggestions where necessary.

Therefore, Yewande (1991) quoting the Federal Ministry of Industries an others defined small-scale business as one that has a total capital investment of up to 50 persons.

The World Bank defines it as an enterprise whose total fixed assets (excluding land) push cost of investment does not exceed N10 million in constant 1998 price index. While the Third National Development plan puts the capital investment of small scale industry at N150,00. Some years ago the Central Bank of Nigeria further defines small scale industry/business as one with Annual turnover not exceeding N500,000. It is therefore, clear that there is no universally acceptable definition of small scale business for the purpose of this project, a working definition of small scale business enterprise will be one with a working capital of N100, 000 to N150,000.

Small scale business enterprises have greater flexibilities which allows this survival of economicship as compared to the large scale enterprises.

Moreover; the decision making and renovation process in large scale enterprises are in habited by rigid bureaucracy. Therefore, small scale business enterprises development is important and needed by the nation.

The rote of the government and support institution in the development and growth of small scale business enterprises cannot be over emphasized. The government’s rote in encouraging entrepreneurship is not just limited to providing and economic environment conductive for business and a stable political scene. To stimulate economic growth entrepreneurship, it must be able to provide the right combination of political and incentives to attract individuals to become entrepreneurs.

Since government resources are limited, it is then the role of the support institutions to fill the gab between the resources needed by entrepreneurs and what the government can provide. This can be in the form of financial assistance or non-financial services to both enterprises and would be entrepreneurs. To ensure. The continued effectiveness of the small scale business enterprises, it is imperative that an analysis of this be made from the perspective of the entrepreneurs themselves.

1.1   STATEMENT OF PROBLEM

Despite the wide spread economic reforms by the state government, small scale business enterprises, seem to face a variety of constraints owing to the difficulty of absorbing large fixed costs, the absence of economies of scale and scope is key factors of production, improper monitoring mechanisms  by the government, and lack of management knowledge.

From the preliminary discussion with some enterprise, the government supporting institutions do not have formal feedback mechanisms to check whether the assistance given to small scale business enterprises are adequate and effective.

The small scale business enterprises are unable to introduce modern equipment machinery to improve their product due to financial constraints. It seems that access to finance remained a dominant constraint to small scale business enterprises in Kaduna metropolis, credit pertaining to working capital is of permanent concern to small scales business enterprise.

Lack of managerial know-how places significant constraint on small scale business enterprise seem to attract most people, they can hardly compete with larger forms.

The researches recommended among other things that the management of Power Holding Company of Nigeria (PHCN) Kaduna branch should be trained and retrain on the role of management information system.

CHAPTER ONE
INTRODUCTION
1.1 BACKGROUND OF THE STUDY
The complexity and diversity of most modern day business and companies account for their varied and often technical and administratively complex activities while the structure of most modern organization reflect on management charge with different responsibility with a view to ensuring the attainment of the enterprise corporate objective.

George (2004) defines management information system as a system or related group of system which collects and present management information relating to a business in other to facilitate it control. It applies to a system which makes use as a data based facility for the storage and retrieval of information. A management information system embraces data processing system, and decision making based on the fact that is communicate by the control system.

A highly organized data processing system, is essential for connecting, recording and converting data into machine sensible form (in some instance prior) to process the data. These systems often produce information of management as by product of processing data rather than as a primary product in its own right.

The first power station in Nigeria was built in Lagos in 1989 at the present site of the NEPA headquarters. For the power appreciation of history of the organization called PHCN we need to mention ECN and NDA as the early power distribution and generation agencies (electricity corporation of Nigeria) and (Nigeria Dam Authority) respectively in September, 1969 the Federal military government decided to manage ECN and NDA into a single body to avoid duplication of resources in the two organization.

A year later, many zonal or district office. The zones are mandated to supervise and effects the distribution of electricity to customers and also to effect mattering, cash collection and implementation of all policies of the head quarters, it is the headquarters of Kaduna zone of the national electric power authority now know as PHCN, the region of the transmission is also having the sub-station for supplying Kaduna, Minna, Zaria, further Sokoto and Kano.

The zone also lost outside Kaduna, the Zaria district and Minna district, its also host Shiroro Hydro power station, in Minna. However, the PHCN zonal office Kaduna, operates under the electricity power sector reform bill which was sign back into law on the 11th of March, 2005 by president Olusegun Obasanjo.

This bill seeks to provide a formation of companies to take over the in function, assets liabilities and staff of the national electricity power authority (NEPA). Develop competitive electricity markets, establish the Nigeria electricity regulating commission, provide for the licensing and regulation of the generation transmission, distribution and supply of electricity, enforce such mates as performance standard, consumers’ right and obligations provide for the determinations of tariffs and to provide for mater concerned with or incidental to the foregoing.

1.2 STATEMENT OF THE PROBLEM
One of the problems facing the role of management information system in achieving its corporate objectives is that, management information has not received high priority at his best. It usually represents loose amalgamation of data and report without any overall consistent pattern.

Enviably such information is generated only to fulfill basic account and possible legal requirement and thus dose to support management decision making activities. Inability of workers to use and handle computer effectively, difficulty of workers to implement new initiatives, lack of maintenance culture and outdated system, inadequate induction for training, lack of communication and proper communication tools.

1.3 OBJECTIVE OF THE STUDY
The primary objective of the study is to look at the role of management information system in achieving corporate financial goal in Power Holding Company of Nigeria (PHCN) Kaduna business office. Other specific objectives includes:-

ABSTRACT

The study examines the association with commercializing enterprises in Nigeria. In addition, it seeks to investigate the reason for commercializing public enterprises in the country. Issue generated by commercialization and its impact on the Nigerian economy as a whole properly analyzed. The primary and secondary sources of data collection were used to gather facts relating to the study. Government has for a long time monitored the performance of these enterprises in terms of contribution to economic growth. In the course of this study, it has been discovered that most of those public enterprises if not all have constituted an unnecessary high burden on government resources. Commercialization therefore, is seen as a means of restructuring the economy. Finding also shows that, its implementation has positive impact or satisfactory. Finally, it is obvious here that commercialization will have a positive impact on the economy.

CHAPTER ONE

1.0      Introduction

Right from the beginning the Nigerian administration registered it importance with an unprofitable government companies and left no one in doubt as to its plan to sell them off to the public if only to make them more efficient. Before the promulgation of Decree No. 25, 1988 Commercialization and Privatization programme, the Buhari’s administration (in 1984) and focused attention on the necessity of restructuring the Nigerian economy when it established a number of study groups to address various aspects of the Nigerian economy.

The former Chief of General Staff Commodore Ebite Ukiwe, Ex-ray the magnitude of waste emanating from government parastatals and companies. According to him between 1979 to 1985, government suck about N23 billion those ventures, equity made of N11.4 billion while N10.4 billion was give as loans granted within the same period and as disappointing a paltry average of less than 10%.

The General Buhari called the attention of the leaders of industries and told them that the days of big government where over policy watchers were left in no doubt that the era of commercialization and privatization is down on the Nigerian economy.

This era would be characterized by way of partnership where the government are to provide the needed services and infrastructures, to keep the wheel of development moving. According to the arrangement of the decision to privatize and commercialize the government companies and fully exercise of the companies is therefore the logical climax of two years trend.

The companies under full commercialization will receive some subvention but will be expected to generate at least fifty percent of their financial needs for their operation.

1.2      Statement of the Problem

It is no doubtful whether commercialization will be the panacea. It is possible that Nigeria would be exchanging one evil with another. There is higher probability that commercialization may improve operational efficiency of the affected companies.

There is also doubt about government pursuit will swell…

CHAPTER ONE

1.0    INTRODUCTION

1.1    BACKGROUND OF THE STUDY

Capital budgeting can be explained in the context of a firm’s decision to invest its current funds in long term activities in anticipation of an expected flow of future benefits over a number of years. However, the investment decisions could be in the form of acquisition of additional fixed assets, replacements and modifications of activities or expansion of a plant. Therefore, the financial manager should give due consideration to the following factors when capital budgeting decisions are involved:

  1. Availability of investment capital and its alternative uses
  2. The huge expenditures or large cash outlay
  3. The gestation period between initial expenditures and returns and
  4. The expectation of higher returns because of factors (a) and (b) above.

Based on the factors above, the manager must not fail to make appropriate investment or selection of good projects because, the volume of fixed assets to exceed current assets and the owners of the company (shareholders) are long term investors, whose high expected returns can only be met with the higher returns from long term assets. These assertions, call for the need to examine the different methods of selecting investments in long term assets which will be discussed in chapter 2.

Therefore, it is the responsibility of management to search for profitable investments by evaluating each investment proposal critically both in terms of its expected cash flows and benefits.

Project proposals must be thoroughly evaluated to determine their economic viability and profit potential and estimating the risk involved and the extent to which this will affect the organization.

Thus, investment decisions are increasingly determining the direction and pace of a company’s future growth and limit the opportunities open to it in much way that the rail tracks determines the speed and direction open to locomotion train. The research is on Coca-Cola Company (Kaduna), to know how they invested on long term projects such as land development, acquisition of fixed assets for production, through the use of capital budgeting techniques as a strategy for good project management.
