1.0     INTRODUCTION

A computer system is a grouping of functional devices which have electronic ; electrical, and mechanical features respectively and have the capacity to accept and store data for reference purpose through a recall or retrieval mechanism to present a feed back to its users and have the capacity for communications and resource sharing.

The progress in information revolution resulted in the use of computer in information management which have shown high efficiency rate, specifically in sales services. Sales can be defined as he exchange of goods and / or services for a price which can be money or other goods / service on the other hand, invoicing is an expression or word that can be substituted for sales, once a sale is made; details of the transaction are taken and documented in form of invoice. These Operations of sales can be done through writing and description of the transaction; this is called involving operation. Computerized invoicing system tries to reduce the problem of manual handling of sales. Such problems include: Inaccuracies in calculations, fine wastage and inefficiency in service delivery.

As regards to this topic, computer systems are used to record sales and issue invoice to customers which have put off the burden of manual handling of sales.

In Bubbles Plaza, the use of electronic digital communication through which multi-media is transmitted have tremendously increased speed, accuracy and total efficiency. Also have increasingly integrated an internal scope and impact in sale management.

ABSTRACT

The research project reported in this thesis has shown that there is need for an enabling virtual classroom and text-based E-learning environment in Nigerian Polytechnic Education System. Having identified the problems inherent in Nigerian Polytechnic Education System, A virtual classroom was designed that accommodated a blend of synchronous and Asynchronous methods of learning. Web accessibility initiative was incorporated in the design to take care of learners with some sort of disabilities. Also included, was a virtual library facility for referencing. The designed virtual classroom was used in practice to assist learners in undertaking courses in Computer Science, Banking and Finance, Business Administration and Management, Electrical/Electronics Engineering, Secretarial Studies and Mass Communication at National Diploma or Higher National Diploma levels using NBTE (National Board for Technical Education) minimum guide curriculum. HTML, DHTML, XML and Visual Basic (VB) authoring languages were used to produce the course wares. The authoring system was developed in a way that will enable lecturers who are not computer professionals to produce course wares without any serious computer programming skill. Visual Basic Programming Language was used to create the database used in this work.

The text-based facility was used to establish communication between the lecturer and the students and among themselves and even with authorities of the school.

Collaborative and didactic learning were supported by the newly designed system.

CHAPTER ONE

  • INTRODUCTION

The use of computer in Education was nursed when the first business computer was completed in 1951. Educationalists dreamt of connecting College classrooms to computers which would serve as patient tutors, scrupulous examiners and tireless schedulers of instructions. Further, it was expected that the benefits to students would include the freedom to follow their own paths of learning, at their own pace at a time convenient to them, with richer materials to work with and automatic measurement of their progress.

The dream was actualized with the introduction of E-learning and its attendant virtual reality.

E-learning can be accomplished through any of the following:- web-based learning, virtual classroom, Distance learning etc.

E-learning involves the use of virtual reality in establishing a virtual classroom, virtual library and E-learning ware (or kernel or courseware) for actualizing collaborative and didactic learning.

The virtual classroom and text-based E-learning environment is internet-based. Its components include content delivery in multiple formats, management of the learning experience, and a networked community of learners, content developers and experts.

The design of a virtual classroom and text-based environment aims at providing flexible learning and develop appropriate framework for sharing good learning materials among polytechnics, self-learners and interested companies in different parts of the world.

It supports individualized higher education for young learners and supports life long learning for adults.

The actualization of an enabling E-learning environment involves the development of web-site through which access can be made to virtual library and courseware facilities and information about prospective E-learners.

The E-learning environment is text-based because E-mail facility is used to establish communication between the instructor and the E-learners. Other text based features like Addressing, Ellipses and signs were incorporated.

The design of E-learning environment accommodates a mix of synchronous and asynchronous methods of learning considering the fact that Nigeria has not fully embraced the digital revolution and also the poor funding nature of our polytechnic education system.

The designed system is user-friendly, interactive and has a feedback mechanism to ensure control and quality learning.

INTRODUCTION

In developed world the twentieth century men lives surrounded by a bewildering variety of machines on which his way of life itself depends. The machines can be simple or complex, minute or enormous. Some like sewing machines are for specific application which other like an electric drill can be used for variety of purposes. Some machine through designed for specific purpose are component in many different machines.

Another fundamental aspect of twentieth century life is the vast amount and variety of information surrounding man. The computer is perhaps our most useful modern-day tool yet development. It was only in 1951 that the first commercial available computer was market. Today we are using computer ever increasing numbers is a way never imagined just a few years ago. Computers is now an integral part of information needs of many societies. They are used world- wide to solve a variety of information, financial health, tax credit insurance and so forth. The modern society has virtually embraced the use of computer in all facts of commerce and industry. A computer is an automatic device that performs calculation, solve problem and also is capable of storing information. It has four basic parts input unit storage unit central processing unit, output unit. Though series of application will lead to accomplishment of a specific task. Computer is capable of manipulating a large value of data accurately and at an incredibly speed.

Tasks that would require human effort several days can be performed by the computer within a split of second, thus the use of computer has become quite valuable in commerce and industry. Computer is being used in organization to process data and to provide accurate and timely information for the use of management. This goes a long way facilitating the realization of set goals and objective resource to manager and hence their level of performance since they have access to accurate us-to-data and timely information.

The mentioned facts above motivate “THE NEED FOR THE DESIGN AND IMPLEMENTATION OFA COMPUTERIZED PERSONNEL AUITING SYSTEM FOR A LOCAL GOVERNMET ADMINISTERATION” As part of the effort towards ensuring adequate and regular record on personnel auditing for local government administration. Personnel auditing is an activity that implies an indebt examination and evaluation of set of financial statement and

1.1     BACKGROUND OF STUDY

Database is a standard term covering computer based services, which provide information in response in specific requests from users. The data may stored in documents, microforms or computer code text and graphics (user interface) for references.

Database management as regards to personnel information system evaluate the process of managing and monitoring employee or members of an organization as a means of gaining maximum efficiency. As the organization benefit or offer to the public on subscription basis; the output services is either a physical document or computer data presented, say on a video display unit.

Further more, the information is data/stored to a disk; perhaps is when the user supplies then is to locate a copy of the document and deliver it to the user. More after than not, however information need are expressed or outputted in terms of request for data, such as how many employee are being eroded in the organization? Or what is the salary level of an employee? – To answer such question reference must be made to records such questions, reference must be made to records stored as the computer coded data. This involve searching and retrieval of records stored on disk.

CHAPTER ONE

  • INTRODUCTION

The problem of lack of efficient means of communication traced from the punitive age, when drums and gongs were the means of sending sound signals had appear to defar solutions. Yet, it has been under continuous modification and improvement.

Whistle, flute, trumpet and some other sound instruments succeeded the era of ordinary drum. They were then seen as better instrument for communication between two persons or groups of people. All these geared towards finding a better and more convenient means of sending sound signals, manually operated mechanical bell signal stroke bell, continuous ring bell, tremble bell and later, electronic bell indicator was sequentially invented as a result of technological improvement.

However, the electronic bell indicator is an electronic device used as a mean of communication in large organizations such as big hotels, guest houses, hospitals etc.

The communication process is between the guest and the receptionist. For instance, if a guest in room one needs the attention of the receptionist, he will press the button or switch in his room and immediately the bell will ring to alert the receptionist, and the bulb will light in the receptionist’s office to indicate the particular room his/her attention is needed.

1.1     AIMS AND OBJECTIVES

We carried out this research project improve the weaknesses described in the system above. The project is all about the design, construction and operation of an electronic bell indicator system. It was triggered by the need to have a new system as a better answer to communication problem being faced by guest in big hotels and guest houses. Therefore, we have compact the bulky system which has been in use in big hotels to a smaller model there by making it possible and easy to get for use in smaller complexes.

When the bigger circuit of an electronic bell indicator system is in place, a guest who probably stays at the fourth floor of a hotel needs the attention of the receptionist, all he requires to do is to press the bell push or switch in his room the receptionist at his desk on the ground floor will know that his
