The research was conducted mainly to examine the positive and negatives effects of not making good use of planning and forecasting in the business administration of an organization. 1.1     INTRODUCTION

Andreas Faludi states that “Planning and Forecasting is the Queen Mother function of management (organization) and that if planning and forecasting fail what/who will you direct, control, budget, staff, co-ordinate or organize rather than failure and shame”. Again he state of tension resulting from observing unexpected events. (Toulinin,1960).

Planning and Forecasting present efforts to reduce surprise caused by such events by giving practicable accounts of how they come about.”

 

WHAT IS PLANNING AND FORECASTING?

Forecasting is preparing of an organizational future objectives and its current material and personnel inventory, the general or departmental manager makes an estimate of the current material and human resources that will be able to do in the future and how many more human and material resources the organization must hire to meet its goals (Needle 1999:178).

Any business organization without element of forecasting in like driving a car blind- folded and being directed by a man looking out through the back window. Furthermore, forecasting is prediction; it is an effort by enterprises to know what the future holds for it. Henry Fayol speaks of prevalence as the essence of management.

According to Fayol “this looking ahead include both assessing the future and making provision for it.

Modern business management has become a complex activity and so there is the need for adequate forecasting, the need for adequate forecasting is apparent from the hey role it plays in planning Koontz et al stated that “as influence in plans of the entire environment outside the enterprises has come to be increasingly recognizes forecasting of the environment has risen in importance”.

The role of forecasting in business organization is so important that it must be adapted by managers. The making of forecasting and their review by manager compel thinking ahead looking to the future and providing for it. Also, the very act of forecasting may disclose areas where necessary control is lacking.

PLANNING:

Andreas Faludi state “Man’s understanding of this world and his ability to act in it depends on his constructing an imaginary in his own mind this applies equally well to the planner’s understanding of himself and his appreciation”. Planning in its simplest meaning is the determination of anything in advance of action. Planning is defined by Koontz O. Donneil as, “deciding in advance what to do who is to do it, when to do it and why it should be done”.

Planning bridges the gap from where we are to where we want to go planning can also be defined as “ a predetermined cause of action that helps to provide purpose and direction for members of an enterprise.

In designing an environment for effective performance of individual working together in groups, the most essential task is to see that purpose and objective and methods of attaining them are clearly understood. Planning is the first function of a manager. It is necessary if anything or activities is to reach the denied goal. Through planning a manager can approach pre-determined objective rationally. All the work of an executive whether he know it or not, is some way connected with the unfolding of a plan. In identifying the role of planning in business organization, Koontz et al State that, “we are in an economic technological social and political era in which planning like other function of managers has become requisite for enterprise survival”.

Planning is unique in that it established the objective necessary for all group efforts.

Planning and Forecasting are important tools of company management and decision- making as they assist in the appraisal of investment project in the analysis measurement and improvement of current marketing strategy and manpower planning and in the identification and development of new products and new market further they promote and facilitate the proper functioning of the many aspects of company’s activities.

Planning and Forecasting are compliment in that for a good result both go together they could be regarded as independent parts that make a specified whole writing also in the concept, Koontz O’ Donneil states that forecasting especially where participated throughout the organization may help to unify and co-ordinate plans. By focusing attention on the future, it assists in bringing a singleness of purpose to planning”.

 

1.2     BACKGROUND OF THE SUBJECT MATTER

The popular super market called Eastern Shop was established in May 28, 1960 almost five (5) Months after the independence of this country, this took place at Ogui Road Enugu then Anambra State now Enugu State which is formerly known as the headquarters of Eastern Nigeria.

The supermarket is situated opposite Nnamdi Azikiwe Stadium and around it were other big shops like Bubble’s, ABC Transport etc. the amazing thing concerns this shop is that the manager or the sole proprietor is a family man that had engage in other business and finally settle in opening a big supermarket. He entered into the business with little or no experience in the field of supermarket business.

Originally the name of managing director of the supermarket is Chief M.O. Okoli, Ozo Zulu Agulu 1 of Agulu in Aniocha Local Government Area of (old and new) Anambra State. He is one of the pioneer members of Enugu State association of supermarket this was to enable him to curb some of the problems that he is passing and planning in business. The supermarket has other branches in Lagos, and Onitsha. In the establishment, he employed general operation manager (GOM) who sees to the running of the business. The company also has shop manager who direct the affairs of cashier, store manager and restaurant department and report to the GOM. Eastern shop is made up of five (5) departments/ units.

Eastern shop deals mostly on consumer’s goods like cosmetics, wears, candy foods, baby wears and toys. The problem of proper planning and forecasting is among the major problem that limits the more expansion of the business these can be clearly seen from an adage that says “ that business is full of risks”.

Besides, the researchers were able to note the sum of N500 Naira was used as initial capital of the business and today the property of the business is on millions and it have more than twenty people as employees, this simply means that it is no longer small- scale business as the law required. But as a result of inadequate application role of good understanding in the techniques of forecasting and planning integration in business; he cannot make good pricing quality and quantity of product sales.

ABSTRACT With the current trend in Nigeria micro and macro-economics policies towards a dynamic private sector led economy. The indispensability of entrepreneurial development thus becomes of paramount importance. This study assesses the contribution of entrepreneurial activities to the growth and development of the Nigerian Economy. Questionnaires and ministration and interviews have been carried out on entrepreneurs to obtain primary data and related literatures have also been used. Data have been analyses using tables and percentages and hypothesis have been tested using chi-square. Based on the findings, entrepreneurs were found to be innovative but still find the growth of their company difficult to handle because of inadequate capital, high costs of input and government policies. To this end the study recommended that Government should establish specialise banks that will offer loan to entrepreneurs, develop industrial estate with adequate and reliable infrastructure and provide subsidy on vital raw materials for industrial growth which inturn develops the economy.

INTRODUCTION

 

1.1 BACKGROUND OF THE STUDY

The word entrepreneur was first used in the early 18th century by an Irish man named Cantillon who was then living in France. The word therefore originated from the French word, entrepreneur, which means to start a business. It was used broadly in connection with the innovative modern individual business leaders. The entrepreneur has been described as the person who perceives business opportunities and takes advantage of the scarce resources to use them. He bears the non-insurable risk in his enterprise and directs human business. According to Ndechukwu (2001), an entrepreneur is an individual who takes upon him-self the risk of going into business with the expectation of earning all the profits or losses. He is, in economics, regarded as a special type of labour that assembles all the other factors of production namely, capital, land and labour and endeavor to ensure optimal combination of these resources to maximize profit. The world as we know is becoming a global village; great forces are pursuing the nations to have a dynamic and sound economy. Economic competition and intimidation has become the era of the day, so one is justified if one becomes interested in one of the important factors of a strong and virile economy, the entrepreneur and the entrepreneurship. Many societies placed great values on the entrepreneur. To encourage their activity, they may be offered access to in-expensive capital, tax exception and management advice. An entrepreneur has the greatest chance of success by focusing on a market niche either too small or too new to have been noticed by established business.

 

The practice of entrepreneurship promotes self-reliance. Entrepreneurial skills are translated into practical business activities in the form of both small and medium scale enterprises in private and public enterprises. With this close relationship, entrepreneurial development relates to and also embraces the activities and role of small and medium scale entreprises particularly in the area of reducing the level of unemployment, provision of goods and services and their combination of national economic welfare. The dynamic role of private and public enterprises in Nigerian economy as a mechanism for growth has recognized its effect in achieving macro economic objective such as full employment, income distribution, development of local technology as well as diffusion of management skills and stimulation of indigenous entrepreneurship cannot be over emphasized. At the emerging of a modern day Nigeria in the early 60’s and 70’s, white collar jobs were at the disposal of every fresh graduate, with this idea in mind, the issue of self resourcefulness tending towards entrepreneurial development was at the ebb. The introduction of Structural Adjustment Programme (SAP) in 1986 has a lot of effects in the private and public enterprises of the Nigerian economy which lay off a large number of their work force. This consequently led to economic hardship coupled with unemployment. For this reason, the need for self reliance and resourcefulness and development of new initiative for economic survival has led individuals to set up enterprises of various sizes and structure to meet up with the trend in the economy and to earn a living. This has indeed led to entrepreneurship development in Nigeria. To qualify as an entrepreneur, it is not sufficient to be just managing an enterprise; one has to be an originator of profitable business ideas. According to Schumpeter (1911), the single function, which constitute entrepreneurship is innovation and indeed it creates a resource (the business entrepreneur). It should be noted that, nothing should be considered as resource until man finds a use for it. These resources must be combined, recognized and efficiently utilized by entrepreneurship to achieve a desirable satisfaction for human needs which entrepreneurship readily provides. Entrepreneurial development hold a lot for economic growth and development. A typical example of what it has to offer is seen in the case of Dangote Group of Companies, which grew from a small enterprise into a large conglomerate.

 

 

Today, it is with several lines of business and diverse product, it is making a tremendous contribution to the development and growth of the Nigerian economy. For a nation to say it is independent, it must be economically independent and these is based upon the development of entrepreneurship spirit. The establishment of a new business involves a thorough understanding of entrepreneurial process. This process does not just involve problem solving but also an entrepreneur must find, evaluate and develop opportunity by overcoming the strong forces that every new ventures faces. Entrepreneurial process has four distinct phases which include ability to identify business opportunities, ability to be able to harness the necessary resources to utilize opportunities identified, ability and the willingness to initiate and sustain appropriate actions towards the actualization of business objectives and managing the resulting enterprise. Some useful sources of business opportunity are consumers existing companies, distribution channels, research and development, as well as the Federal government involvement in promoting entrepreneurship.

ABSTRACT

This research as presented is designed to cover aspects of Human Resource Planning in relation to productivity in the National Water Resources Institute, Kaduna and as a Human Resource Manager, it is pertinent to focus on the concept and relevance of the function in the noble profession of human resource planning and management. The research is divided into five chapters, with a view to work more. From the various literatures and views expressed by writers on Human Resource Planning and Productivity, comparative to the background of the National Water Resources Institute (NWRI) Kaduna. The study used survey design to collect data which are analyzed with frequency counts, percentages, means score and table where necessary. The study reviewed that NWRI which is a government institution need to expand its human development potentials in line with global human resource planning practice strategies and to further set up specific goals for the overall productivity of the institution. It is therefore, recommended that adequate skilled manpower and advanced technology should be made available to the institute to enhance its productivity drive in research and staff development in general. Summery of findings, conclusion and recommendations on how to improve human resource planning on the productivity in (NWRI) Kaduna, has been treated. It also provides basis for those who may wish to investigate further on the subject.

INTRODUCTION
1.0 Background to the Study
The concept of Human Resource Planning in any organization is an issue which deserves attention because it constitutes a major focus on the objective of an organization which is meant to foster effectiveness in the collective use of human talents for the overall benefit and interest of the employee and the organization . Consequently, for any organization to survive the changing needs in manpower utilization acquisition from excessive labor turnover low productivity, it has become paramount to imbibe a vibrant Human Resource Planning strategy by closely forecasting the present and future levels of employees required for its sustainability in the rapid changing society.

Human resource planning is defined as the process of assessing an organizational human resources needs in the light of organizational goals and changing conditions and making plans to ensure that a competent stable work force is employed and retained. However the actual planning process will vary a great deal from one organization to another. Even though various definitions of human resource planning have been given by some schools of thought such as James Walker, Pattern, and Fayana ( 2002 ) , however, it is a broad process addressing multiple levels of increasing organization effectiveness on the management of Human Resources and people management.
The term people management embraces the two related concepts of human resource management (HRM) and human capital management (HCM). HRM aims to ensure that the organization obtains and retains the skilled, committed and well- motivated work force it needs. This means taking steps to access and satisfy future people needs and to develop their inherent capacities, potentials and employability.
The process of HCM is closely associated with human resource management. However the focus is more on the use of metrics (measurements of HR and people performance) as a means of providing guidance on people management, strategy and practice.

Consequently against this background, this project is determined to further expose you to those aspects of human resource planning especially as it relates to a Research and Academic Institution such as the National Water Resources Institute in Kaduna, Nigeria. This project seek to deal specially with the meaning, need, importance and process of human resource planning.

1.1 Statement of the Research Problem
This study is concerned with the human resource planning and productivity issue in an institution and to further identify how human resource planning effectively contributes to the attainment of its objectives in the National Water Resources Institute, Kaduna. It is worthy of note that research activities, periodic scientific journals or publications of the National Water Resources Institute, Kaduna have not rendered much impact over the years on the overall abundant water resources of the nation Nigeria which could be attributed to constrains in the aspect of a vibrant personnel management policy or deficiency of a sound human resource planning programme which might have been contributory to the resultant consequential effects on the overall targeted performance of the organization. Hopefully, it is the desire of this study to investigate the immediate and long time problems which could have militated on the low output in the institute and to further make a positive impact on the attainment of higher productivity in consolidating its human resource planning.

The primary objective of this research work, the application of computer technology on the inventory control system as a productivity improvement strategy in Niyya Farm Nigeria limited Kaduna is to carry out paper investigation as regards the awareness and reaction of people concerning the project topic, taking Niyya Farm Kaduna as a case study. The write-up center on discussing inventory control system, computer and also the problem of manual inventory control system in an organization. In order to achieve this goal, the researcher uses questionnaire method of data collection to gather information about the subject matter, from general/inventory staff of Niyya Farm Kaduna. Hence the data gathered are presented and analyzed in a tabular form in order to give vivid and clear interpretation. Finally the researcher summaries his findings, draw a conclusion and gave necessary recommendation for Niyya Farm and other companies who have not yet computerized their inventory system.

1.1 BACKGROUND TO THE CASE STUDY

 


The advent of computer technology has boost production of both domestic and industrial activities. Technologically, advance countries are advancing in their research effort to make the global world free for man to live with little or no stress through information technology.

In Nigeria, only few industries are enjoying the benefits of information technology in the area of computer in inventory control system. Among the few industries, not all information that are essential for effective management are documented because the software were developed by foreigners which know little or noting about the socio-cultural background of end users. Apart from this, the cost of inventory of such software is always too high. These set back always prevent them from getting the full benefits of computer in inventory control system but this project tends to develop a more easy and cost effective software that is suitable for Niyya Farms Nigeria limited Kaduna.

Glantier (1999) stated that inventory control is to provide means of exercising close control over the flow of the inventory into production or sales thereby not only preventing loss but also ensuring adequate levels are maintenance. The purpose of these is to focus on the procedures applied to control inventory on a daily basis. It is also a system, which needs to maintain record of both quantities and values, in this aspect, it will be called inventory valuation depending upon physical stock taken combined with valuable base such as unit cost market value.

Confer (2001) defined inventory control as the process of ensuring that stock help by the organization, is supplied to those part of the operation that required the items, that is production, distribution and sales. Engineers bearing in mind the factors of time locations, quality and cost.

Peter (2003) defined inventory control as the making of decision on the level of stocks that may be economically needed to meet all requirements for planning production.

However, the essence of the use of computer in inventory control is to utilize large investment in inventories effectively and to facilitate efficient operation of the organization.

It is basic that scientist allover the word has completely bypassed the stone age syndromes and are now basking in the Euphoria of the computer age, which is a product of technology and ceaseless research. It is also a fact to mention that all sphere of life have been affected by the current computer revolution ranging like a wild fire. This project work is to present a comceptional and practical approach to inventory control system in Niyya Farms Nigeria limited using computer since inventory requires an accurate and constant record keeping.

1.2 STATEMENT OF THE PROBLEM

 


The quality of inventory control has been a major determining factors in the success or failure of competing organization.
The use of manual system showed many symptoms of poor control. Boxes set on the ware house shelves collecting dust and then joined by more of the same item even though the old inventory never moved, one item would be stored in five different places and re-ordered when one of the bin is empty.
Uncounted product/part lots were easy targets for pilfering by employees. A warehouse filled up, when extra spaced was leased no one could keep track of what was in which building.

Once a year, operation was shut down for the tedious and almost unmanageable task of taking a physical inventory. Figuring out what the goods on hand were actually worth became a paper chase for invoices and purchase orders, and finally, not very educated guess.

Inventory control has proven to be one of the clearest examples of the problem of automation. Often inventory control programme have been plagued by two short comings on one hand, inventory packages have been too sophisticated, because of the many accepted methods of controlling inventory, packages have laundry lists of conflicting mathematical formulas understood neither by the users of the system, nor by the programme. The dozens of reports produced not only failed to provide an understandable picture of the current inventory, but made the situation worse by miscalculating or misnaming commonly used indicators. On the other hand, packages have been too simple. Common occurrences often stumped the system. For example due to a physical miscount, there may have been more of an item than was listed by the computer when the item was sold to customer, the computer would reject the transaction because, in theory, miscounts never happen. There was not enough of the items in stock according to the Computer to fill the orders whether because of an inadequate manual system or a poorly automated one, expanding organization have seen their profits margin eaten away by the many different costs of an uncontrolled inventory, that is what this project is made to eliminate.
