ABSTRACT

 

The degree to which computer is used in offices has been of serious concern to secretarial profession. This study investigated the impact of the introduction of the computer on the secretarial profession and how the secretarial react to the introduction of computer.

In order to arrive at a conclusive decision on the above objective, the researcher carried out a library research, interviews and questionnaires.

The populations of this study consisted of hundred secretaries in some selected banking institutions namely; First Bank of Nigeria Plc, Okpara Avenue, Union Bank of Nigeria Plc, Uwani and Abakpa Nike  Community Banking Limited. Questionnaire and Oral interview were used to collect data.

The statistical tools used are average and percentage. When the data was analyzed, it was found that secretaries do not react adversely to the introduction of computer in their offices, computer have created new skills for the secretary and have added some spices to their work. With the acquisition of such skills, secretaries are now seen as indispensable tool in the office, thus giving them good professional status. And it was recommended that secretaries should develop attitudes and learning skills that would enable them to take advantage of new opportunity.

INTRODUCTION

 

1.1     BACKGROUND OF THE STUDY

Technological revolution due to  the  advancement  in  science. For all types of organizations to  succeed  in  today’s  rapidly  changing environment, they  need  to  be  able  to  be  process  data   and information  effectively.

For the secretaries, not only have their equipment changed, but also their administrative processes office routine management systems are similarly evolving into new forms.  Computers have replaced manual typewriters and electric typewriter while for machines replaced telex machines.  There are also different type of advanced communication gadget such as cellular phones, pager etc.  With this radical change, the secretaries are expected to change and be able to keep up with all these professional changes around them.  In accordance with the law of motion CHANGE is a constant phenomena.  If we look at the beginning of man to the present day, we would see that there had been tremendous change. If there had not occurred, man would have remained primitive hill today.  Change is a challenge and if we abide by change, it brings out the best in us thereby leading to erroneous progress.

The second group are the knowledge works-this group aconite of those worker who create, interpret, analyze and utilize this information these knowledge worker can be divided into two (2) groups professional/technical employees and managers.

The main impact of the computer is simply to facilitate office operation as they are now being carried out.  For example the word professor replace the secretary’s type writers, the mini-computer replaces the clerk’s filing cabinets etc.  More recently professionals and secretaries have begun using personal computers and sophisticated calculators to speed up their work.  The timing of there development has largely been dictated by the emergence of the technology starting with the widespread introduction of word processor’s in the 1970’s, and it in the late 1970s and its legitimating as a business tool in 1981, with the introduction of the IBM P.C.

 

1.2            STATEMENT OF PROBLEM

Up to the 190’s the use of the computer in this country was limited to very few multinational companies.  The secretary then had to contend with using manual and electric typewriters in performing her word processing function.

Furthermore storage and retrieval of information was by use of files, filing cabinets, index cards etc.  Accessing of other information had to be through telephone directories and other relevant specialized text meant for such purpose.

Many of the secretaries of the 80’s are still in employment. With the advent and widespread use of the computer are then wonders how these secretaries are adjusting to be new devices now prevalent in modern offices are they finding it easy or difficult?  Is the profession generally under threat by the introduction of the computer and the Internet?  What can be done to keep the secretary still relevant in to day’s modern business setting?  These and many more are what this research aims to find solutions for.

 

1.3            PURPOSE OF THE STUDY

The purpose of this study is to thoroughly investigate on the impact of the introduction of the computer on the secretaries.

  1. How secretaries react or the attitude of secretaries towards the introduction of computers.
  2. To ascertain whether the introduction of computer has in any way improve the secretary’s work.
  3. To ascertain whether the introduction of computer has made it easy or difficult to adjust (especially the secretaries of the bank under investigation).
  4. To determine the problems encountered by secretaries in trying to adapt to changes in the nature of their work.
  5. To find out whether or not secretaries are involved in the planning and introduction of computers.

The research provided answers to the following research questions;

Many of the major problems that organizations have faced in the past have been that they are in awe of technology, they failed to recognize the need to use technology as a competitive weapon against their rivals, they expected technology to be difficult to use and also the unwillingness to address the compelling human issues which has been the major cause of low productivity.  This study will help secretaries to full understand how their career will change as a result of the introduction of computers in their offices.

From this study, banks will now recognize the need to use technology as a competitive weapon.  Winning a competitive edge has become of fundamental importance within national and international Banking, institutions.  The prime emphasis of activity now rests on providing an ever improving levels of services to existing clients and customers and winning new business through the sheer quality of service provided and the ingenuity of marketing activity.  Ultimately, it is only through establishing a competitive advantage over rival institutions that an institution can hope to maximize profitability.

In Banking sector where establishing a competitive advantage has become so important, it is necessary for them to pay particular attention to the role which technology plays in offering them an opportunity to gain this advantage.  The main function of technological deployment is to assist an institution to gain a competitive advantage.

ABSTRACT

The degree to which computer is used in offices has been of serious concern to secretarial profession. This study investigated the impact of the introduction of the computer on the secretarial profession and how the secretarial react to the introduction of computer.

In order to arrive at a conclusive decision on the above objective, the researcher carried out a library research, interviews and questionnaires.

The populations of this study consisted of hundred secretaries in some selected banking institutions namely; First Bank of Nigeria Plc, Okpara Avenue, Union Bank of Nigeria Plc, Uwani and Abakpa Nike  Community Banking Limited. Questionnaire and Oral interview were used to collect data.

The statistical tools used are average and percentage. When the data was analyzed, it was found that secretaries do not react adversely to the introduction of computer in their offices, computer have created new skills for the secretary and have added some spices to their work. With the acquisition of such skills, secretaries are now seen as indispensable tool in the office, thus giving them good professional status. And it was recommended that secretaries should develop attitudes and learning skills that would enable them to take advantage of new opportunity.

INTRODUCTION

 

1.1     BACKGROUND OF THE STUDY

Today, the business world  is  undergoing  far-reaching

Technological revolution due to  the  advancement  in  science. For all types of organizations to  succeed  in  today’s  rapidly  changing environment, they  need  to  be  able  to  be  process  data   and information  effectively.

In conducting them  day  to day  operations  organization  use  information  for  functions  such  as  planning, controlling, directing,  organizing  and  diction  making.   Information therefore  is  unique actionably  a critical  resources  in  the  operations  of  all  organization  the  business men,  secretaries, students and  in  fact  everybody, would now readily see the indelible impact of modern technology on people lives.

In an organization, information moves from person, forms are completed, filed and received and individuals communicate variety of both simple and complex concepts. At the turn of the century most written information were complied by hand in pen and ink copies were made by hand and communicated was by letter, telegraph or in person.  Today most of the tedious functions related to information handling and processing are done through the computer.

For the secretaries, not only have their equipment changed, but also their administrative processes office routine management systems are similarly evolving into new forms.  Computers have replaced manual typewriters and electric typewriter while for machines replaced telex machines.  There are also different type of advanced communication gadget such as cellular phones, pager etc.  With this radical change, the secretaries are expected to change and be able to keep up with all these professional changes around them.  In accordance with the law of motion CHANGE is a constant phenomena.  If we look at the beginning of man to the present day, we would see that there had been tremendous change. If there had not occurred, man would have remained primitive hill today.  Change is a challenge and if we abide by change, it brings out the best in us thereby leading to erroneous progress.

The first office automatic machine were introduced 1930 and used paper rolls later paper tape as a form of memory.  BY the 1960s the international business machine (IBM) had introduced the selective go If ball typewriter which allows the typist to change the print element, the go If – ball to provide a different type font (character design and sign) another break through was the introduction of IBM’s magnetic tape selective typewriter.  This was followed by the introduction of a visual display unit (VDU) this allows the typist to see what I happening to the text as if being tyed amended and stored, but before it I being committed to paper or printed out.  In fact, electronic systems are now possible that they can sense absorbs store, categorize ponder, very high quantity.  Yet with greater accuracy, speed and reliability.  Coventry, (1981) indicated that Recent development of the micro processor, founded on the silicon chips has potentials likely to have a vast social repercussion through out financial industry, for a simple chip take over a high proportion of today’s office job P.21.  When we refer to computer system, we refer to information and communication system which are necessary for the functioning of the office.  We assume that data processing and word-processing play a large role and also that human system under lie these technical systems.  In an ideal situation therefore, the technology and the people function together harmoniously.

It is important to recognize that development and implementation of the computer is moving through several overlapping phases, each affecting differently.

In general, a distinction can be made between two classes of office workers.  The first are the information worker they are those who are involved in the routine entry, recording, storage and transmission of information, those who fall under this group of worker include – Typist, secretaries, clerks and data entry personal.

The second group are the knowledge works-this group aconite of those worker who create, interpret, analyze and utilize this information these knowledge worker can be divided into two (2) groups professional/technical employees and managers.

The main impact of the computer is simply to facilitate office operation as they are now being carried out.  For example the word professor replace the secretary’s type writers, the mini-computer replaces the clerk’s filing cabinets etc.  More recently professionals and secretaries have begun using personal computers and sophisticated calculators to speed up their work.  The timing of there development has largely been dictated by the emergence of the technology starting with the widespread introduction of word processor’s in the 1970’s, and it in the late 1970s and its legitimating as a business tool in 1981, with the introduction of the IBM P.C.

1.2            STATEMENT OF PROBLEM

Up to the 190’s the use of the computer in this country was limited to very few multinational companies.  The secretary then had to contend with using manual and electric typewriters in performing her word processing function.

Furthermore storage and retrieval of information was by use of files, filing cabinets, index cards etc.  Accessing of other information had to be through telephone directories and other relevant specialized text meant for such purpose.

Many of the secretaries of the 80’s are still in employment. With the advent and widespread use of the computer are then wonders how these secretaries are adjusting to be new devices now prevalent in modern offices are they finding it easy or difficult?  Is the profession generally under threat by the introduction of the computer and the Internet?  What can be done to keep the secretary still relevant in to day’s modern business setting?  These and many more are what this research aims to find solutions for.

1.3            PURPOSE OF THE STUDY

The purpose of this study is to thoroughly investigate on the impact of the introduction of the computer on the secretaries.

  1. How secretaries react or the attitude of secretaries towards the introduction of computers.
  2. To ascertain whether the introduction of computer has in any way improve the secretary’s work.
  3. To ascertain whether the introduction of computer has made it easy or difficult to adjust (especially the secretaries of the bank under investigation).
  4. To determine the problems encountered by secretaries in trying to adapt to changes in the nature of their work.
  5. To find out whether or not secretaries are involved in the planning and introduction of computers.

1.4            RESEARCH QUESTIONS

The research provided answers to the following research questions;

ABSTRACT

The need and aspiration of individuals in an organization are of prime importance to employee.  The organization in the other hand sets defined objectives which it strives to accomplish through the employees.  The management thus tends to adapt appropriate managerial perspectives in order to fulfill the two set needs for mutual benefits.

This study attempts to find out the dominant factor on how employee participation in decision making in NEPA, Enugu District co-relates with its commitment to the organization.

In doing this, questionnaires were administered among the managers and staff of the organization.  During the period of data gathering, the establishment has a total work force of four hundred and seventy (470) staff.

The simple random sampling method was used because of its suitability.  After conducting the sampling method, eighty-two (82) employees were selected for this study. This number is made up five (5) managers, five (5) supervisors/officers, sixty seven (67) service staff and five (5) secretaries.  It should be noted that the formular which is used for this simple random sampling is the one propounded by Yamani.

Other methods of data collection used in this project work are oral interview and library research.

From the empirical data gathered, the study has shown that majority of workers in NEPA, Enugu.

CHAPTER ONE

 INTRODUCTION

1.1     BACKGROUND OF THE STUDY

          Decision making is defined as the process of selecting among alternatives.  Decision making is implicitly aimed at picking on alternative solution, which when applied, can solve a given problem.  It involves three district stages, namely: intelligence stage which comprises attempt to identify and understand the nature of a solution.  The design stage which involves formulating and assessing alternatives.  And the choice phase which only entails selecting among possible alternatives.

 

In organization, particularly business organizations which NEPA is one, decision making is not properly carried out with the result that organizational goals and  objectives are not being effectively met.  Managers tend to formulate, assess and choose alternatives all alone without the contribution of their employees who have the duty of implementing whatever alternatives they have chosen.  The implication is that they disregard certain needs of the employees which must be fulfilled in the decision making process.  These needs include performing a worthwhile task, continual personal growth and enjoying self-fulfillment, sharing a in group effort, sharing in setting their objectives, sharing in rewards of their effort.  If managers allow employees to play a part in making decision that directly affect them, the employees will show more commitment to carry out the details of these decisions since the decision will generally suit their level of aspiration and this will go well with them.

 

This study will examine the extent of which employee participate in decision making, organizational commitment and favourable work attitude in NEPA district Enugu. Employee participation in decision making and organizational commitment have two key concepts in this study, which refers to managerial approach whereby workers or employees are allowed to take part in making decisions which affect them in an organization. Employee participation has been defined as mental and emotional involvement of persons in group situations that encourage them to contribute to group goals, objective and share responsibility for them.  It spots light on the degree of authority enjoyed by the employee in decision making process. It should be noted that management styles are as follows; autocratic, benevolent autocratic, consultative participation and radically participant.  The later organizational commitment represents an agreement on the part of the employees with the goals and objectives of the organization and a willingness to work towards these goals. But employees are more favourably disposed towards giving off very best as it concerns the overall aspiration of their organization.  The terms will however be more explained afterwards.

ABSTRACT

The title of this research work is management of pension scheme in Enugu public service (a case study of the department of pensioner/establishment Enugu north) the purpose of this study was to investigate how government regulate and manage pension scheme in Enugu public service and to find out why the pensioners are not receiving their pension at as when due. In order to achieve the purpose of this study, four research questions were asked. The work consist of 400 population from the sample size of 259 question was distributed out of 400pensioners found in Enugu public service, 65% of the population in each sections of the year used for the study were drawn using simple random sampling. The questionnaires were major instrument for data collection. Data collected indices detailed on information collected from questionnaire in respect of management of pension scheme in Enugu public service with a particular reference to Enugu north. With intention to find out if there is more efficient and effective ways of achieving the objectives of pension scheme. From the revelation shown in chapter four on table 1, it shows that pensioners are not collecting their pension as at when due. And that pensioner encountered a lot of problem in collecting their pension. It was found out that inadequate fund to meet its project was chiefly the problem of pension scheme in Enugu public service. Finally, the researcher recommended that government should play a better role to see that pensioners salary are no longer with held by the officer who are responsible for the payment ,and that absolute plans should be make to see that pensioners are no longer been owned for months.

INTRODUCTION

1.1 Background of the study

 

The work that one does gives status to the person. It gives a meaning to life and feelings contribution to general welfare. Work also permits a person to be active and to be constructive social interaction with others. In spite of the fact that works brings fulfillment. One must retire from active service as one cannot deny the fact that as workers grow older, they make into a social group that is separate from the younger workers. Increasing physical and metal limitation associated with advancing in age; make it difficult for such people to work safely and competently to maintain previous level of performance. At the stage of retirement, the workers output reaches diminishing return. It becomes necessary for the worker to stop working, if his employer wants to minimize loss although not everyone with generous pension. Retirement as defined by Donnelly [1992-326] as the changes in Job situation where by the individual gives up his job when diminishing return set in.

Eze [2001-13] explain retirement where the employer is dissatisfied by the job performance of the employee. The German chancellor, OHO UOU BISMACCLE in 1880’’ started the concept of retirement age of sixty-five years. Insurance company began to use that retirement age planning retirement and annuity programmed through the retirement age way in countries and organization. Nigeria operates one of the generous pensions in the world. After ten years of services, could then retire and enjoy the rest of his active life. Implications of Nigeria pension scheme is that, the public service is seen as being move lucrative. Pension is defined as a kind of annuity for the retired public servants for life [in some cases also his dependents after his death]. Pension is paid in fixed monthly amount, often times, a certain percentage of the salary is paid. From the government point of view the pension is given in recognition of long monotonous services. The pension system unless specially adopted to meet the hardship to the family of a white collar or blue collar workers, who die prematurely in service or on the verge of retirement or before enjoying the pensioners benefit for any appreciable period. Pension can be classified as contributory and non-contributory. When both the government and the employee contribute (not necessary equally) towards its payment. It is non-contributory, if the whole amount for its payment is funded by the government or the employer. There is no much of difference between the two financially speaking, if the pension scheme is non-contributory, the salaries will be proportionately lower and vice versa. Employee’s contribution creates a sort of night for him to pension and he may claim a voice in the management scheme.

 

1.2 Statement of the problem.

The major reason for establishing the pension scheme is to provide the employee with a means of security on retirement, a standard of living reasonably consistent with that enjoyed when at work. In developed countries, the workers look forward to retirement but in Nigeria, the reverse is the case. The reason is mainly that of mismanagement and corruption.

The management of pension scheme has made things so hard for the workers that, a retiree has to travel long distance to get his pension paid. It has been observed that those who are retired, while pursing papers in Abuja or Lagos end up running out of cash and sleeping under bridges, railways stations, post offices, churches or mosques, some even die in the process.

The head of service of the federation while addressing pension scheme in Nigeria opined that inefficiency mainly due to inadequate funding, ignorance of employer’s mismanagement of funds and gross indiscipline by pension managers are major problems for the effect of these on the workers could be very drastic that is why, this research is intended to suggest solutions to the problems of mismanagement of pension schemes.

 

 

1.3 Purpose of the study

The major aim of this research is to investigate how government regulates and manage pension scheme in Enugu public service, specifically, the study is to :-

  1. Find out why the pensioners are not receiving their pension as not when due?
  2. To find out the problems the pensioners encounter in collecting their pensions.
  3. To find out the role of government in the pension scheme of the state.
  4. To find out the solutions to the various problems.

1.4 Significance of the study.

This study will highlight the need for re-organization of the pension scheme with a view to adopting more dedicated and national Approach, in order to avoid the incessant verification and identification parades which has lead to the sudden death of pensioners while wanting to collect their pension.

The study will also help pension managers as it will address the issue of abundment of pensioners and military veterans who served the country during their old age when they richly needed love. Support and above all respect, it also helps to broaden student’s knowledge on this particular research problem. It enables one to have a deeper insight into the problem inter investigations.

The major result of this study will help the pension managers to know the area of problems of pensioners and advance proper way of handle them.

It will also expose government on the suffering of these old people and make laws that will alleviate the suffering.

The research question

This research question enables us to ask some questions based on our findings.

The questions are:-

  2. What are the problems the pensioners encounter in collecting their pensions?
  3. What is the role of government in the pension scheme of the state?
  4. What are the solutions to the various problems?

1.6 The scope of the study:

The object of this research work is to find out the effect of management of pension schemes in Enugu public service; its scope is limited to the department of pension / establishment Enugu North. The scope of the study is to examine the limited time available for the completion of the project. However, the study also limit financial constraints, not all the needed information, was properly provided as a result of ignorance with some of the integument.

1.7 Definition of important terms

DECREES: – There are law-made by a despot it is the way of making laws in military government. The law2ws made by the highest ruling body truing a military regime are as decrees.

Diminishing returns: – The laws, of diminishing return state that as more of a variable factor of production is added to a fixed supply of land, a point will reach when average, output will diminish. This necessitable the retirement of old sapped workers to make room for the younger generation.

Lead of services: – The means a worker divided by the working hour which is a system of measurement used to calculate the output.

Management: – Management is the process of combining of allocating and organizing, directing and controlling for the purpose of producing output which could be in from of goods and services so to attain organizational goals (Akpala:1990:3).

Organization: – An .organization is the working together of two arrives at a goal (stone: 1992:4)

Pension Act: – The pension act is the enabling laws of the federal republic of Nigeria that brought the pension scheme into existence the enabling act is decree 102 of 1979 .

Public Service: – Scheme 20 of decree 102 of 1979 listed all the organization decrees as public service the public service is government establishment that include statuary co-operation and the civil services.
