ABSTRACT

This paper examines the efforts of Community Newspaper in community enlightenment and Development in Nigeria. The researcher used Star-Lite Newspaper Nsukka as a Study. How have the Community Newspapers served as a means of community enlightenment and development in Nigeria? Simple content analysis of Community newspapers and news magazines since the beginning of the current civilian dispensation in Nigeria, especially news reports and analyses shows indeed that an appreciable space are devoted to Community Enlightenment. The effects of these reports are manifest in the improvement in Enlightenment and development in Communities especially in Nsukka. The paper considers the constraints being faced by Community Newspapers in waging effective enlightenment and development communication. It achieved its aim by using survey method to pass questionnaires to the masses within Nsukka community where star-lite is locally produced.

INTRODUCTION

1.1   BACKGROUND OF STUDY

Newspaper according to Chiney (1992:p36) is the textbook that provides up-to-date information on local, state/provincial national, and world affairs; the most current analysis and criticism on executive and legislative decision-making; the latest in music, theatre, television, and the fine arts and even columns and comics to make people laugh. Newspapers are among the most accessible texts available to the vast majority of people – literate, illiterate, young and old, students, workers, elites and peasants – in any community. This is because every category of reader mentioned above can find something they care about inside the newspaper’s pages. Today’s newspapers use design elements – story placement, typeface, and graphics – to make information easily accessible to the reader. Important stories usually are placed at the top of a page. The most important stories have large bold headlines. Graphics appear next to related stories.

The universal format of a newspaper presents information in a predictable way. In a straight news story, the headline gives the reader the main idea of the story. The lead paragraph gives a summary of the story in capsule form, answering the important newspaper questions – who, what, when, where, why and how. The remainder of the news story provides additional details, with the least important information at the end of the story.

Academic American Encyclopedia (1989: 171) describes newspaper in a broad sense as “an unbound publication issued at regular intervals that seeks to inform, analyze, influence and entertain”. Hynds (1975) provides nine criteria for classifying newspaper. Some of these are frequency of publication (a newspaper can be published at various intervals but usually appears weekly or daily); time of publication; purpose; circulation; geography; method of production and intended audience.

Newspapers generally are published in order to disseminate diverse kinds of information that are of interest to the reading public, both young and old. A typical Nigerian newspaper contains varied topics of interest to a broad spectrum of the audience among who are school children, youths in their impressionable years, elites and educated adults, semi-illiterates and stark illiterates, etc. There are different columns in the newspapers devoted to different areas of life. For instance, in Nigerian newspapers there are local news column, sports column, entertainment column, arts column, advice column which can be divided into personal, medical, automobile, household, educational, and so on.

ABSTRACT

This topic of research, “An Appraisal of Press Freedom Under Civilian Rule (A case study) is a top flight, thought provoking and interestingly challenging especially in our contemporary Nigeria which has embraced democracy and has been nurturing it for five years after almost thirty years if military dictatorship or domination of political power since independence in 1960.

Since military incursion in the country’s political calendar on 14th January 1966 through a coup de-tat led by major Chukwuma Kaduna Nzeogwu and four of his colleagues, it has become a recycling decimal in the country’s political history. Throughout the successive military regimes, the press has had collusion with the rough edge of the law in the pursuit of their profession. Thus, journalism became a dreaded career fraught with dangers as they were subjected to arrest, incarceration, harassment, threat, physical violence and assassination.

Then there came a new dawn on 29th May 1999 when the country turned to a democratic rule, journalism takes another dimension, there exists freedom of information though the freedom was not absolute. The reason was because of the decrees from the military era that found the way into this democratic dispensation. But there was room for media excellence and the press excels and are still excelling in fulfilling the social responsibility both to the government and the governed.

The aim of this research is to know whether the press has freedom in this present dispensation. However, freedom of the press is possible only when the rights of the press are protected. This can never be achieved in an autocratic set-up, except in a democratic environment as our appraisal of press freedom is such dispensation has shown.

This project was written in five (5) chapters in order of their priorities. Chapter one delves into the background of press freedom with an insight to the research question, hypothesis and significance among other. Chapter two handles the glace and review on the information bill. Chapter three takes care of the research methods, designs, population and data collection. Chapter four analyses the data collected from the questionnaires distributed and chapter five treats the summary and recommendations for improvement on making press freedom to be totally absolute.

INTRODUCTION

  • BACKGROUND OF THE STUDY

For the press to play their basic roles, it must exercise fully its freedom. In other words, for the freedom of the press to be fully appreciated, we must understand the implication of t citizen having a fundamental right to free access to facts in all matters that directly or indirectly concern him and also the right to express and publish its opinion thereon.

In describing the operation of the press in their book entitled four theories of the press, Siebert, Peterson and Schramn (1985) said that “The Press is not an instrument of government but a device for presenting evidence and argument on the basis of which the people can check on government and make up their minds as to its policy. It is imperative that the press be free from control and influence so that truth can emerge.

On this premise, the General Assembly of the United Nations on December 14, 1946 declared, “freedom of information is a fundamental human right and is the corner stone of all freedom to which the United Nations is consecrated”.

  1. According to the sub-committee of Common Wealth Press Union headed by Lord Shawcross, freedom of the press is “the freedom that is not a special privilege of Newspaper but derives from fundamental right of every person to have full and free access to the facts in all matters that affects him”. With regards to these fundamental rights, the press are expected to be free to gather news without obstruction or restriction to publish the news and to comment on it.
  2. The Nigerian Constitution of 1989 Section 38 Sub-section 1 concedes that right to freedom of expression and the press by stating that “every person is entitled to freedom of expression including freedom to hold opinion and to receive and impart ideas and information without interference.

The administration and governance of Nigeria was predominantly military after independence in 1960 and a coup in 1966. The military ruled the country with successive coups until 1979 when there was a brief democracy, which lasted for four years before another army take-over in 1983. The military ruled until May 29th 1999 when it handed over the mantle of leadership to a democratically elected government led by Chief Olusegun Obasanjo.

The media as the fourth arm of government was not spared from the military obnoxious policies. Their control, which was determined by decrees led to outright closure of media house, death of some media practitioners, intimidation and harassment etc.

1.1     BACKGROUND OF THE STUDY

The political entity called Nigeria has continued since independence under one form of governance to the other. The military rulers have had to rule by decrees thus suspending the constitution that guarantees the citizenry their fundamental human rights.

It, therefore, makes it obvious that the basis for government, which is for the ultimate good of the people, is defeated when their rights are not guaranteed. And indeed authoritarian rule has not helped human right issues, as abuse had over time been recorded and even in the most bizarre manner.

This is where the mass media comes into focus, as though, the government and the governed are better informed about their various privileges and limitations as they are entrenched in the constitution of the federal republic of Nigeria, able it only under a democratically elected government.

The mass media serve as the cornstone of any progress in the society both economically and politically. And because they serve as an essential ingredients in the successful management of human right abuse all over the world. It is therefore expected that their role as societal watchdogs should not be abandoned for some mundane issue. For a society that its citizens cannot be guaranteed for the protection of their fundamental human rights cannot be said to be free in the real sense of the word.

The mass media have always been a chamel through which human rights abuse had been exposed to the public. But there are times that human rights abuses have been quite intractable for the mass media to manage either due to tribal or religious sentiments or out right ownership interference. In such cases, the citizens whose rights have been abused are unfortunately given the sthort end of the stick.

The mass media should be able to effectively manage the issue of human right abuses as they are unfolded in the society. Considering the fact that they most of the time set the agenda for public discourse, they should in the process be able to distinguish what should be known and what should not be known.

Except in that case they want to leave the role of agenda setting to the. Government, which is this case Means that the people are indolent and as Plato stressed (Odyseey press 1966:28) “they look up to the leaders of the state to say what goes”.

Despite the inability of the mass media to at times manage human right abuses in Nigeria, they have at other times pre- empted the activities of human right groups in the past, thus, leading to clampdown on members of the groups.

Basically, Photography has been an effective communication tool in advertising. Some of the objectives of the study are:

  • To show       the true position       of photography as an       effective communication tool in       advertising.
  • To provide       answers to the       questions people are       asking about how       well photography       enhance advertisement.

Based   on these objectives, the Researcher used written questionnaires and personal   interview in eliciting information or data. The data collected was analysed used statistical procedures such as percentages and frequencies during the course of this study, the finding includes;

  • That pictures       have an effect       on the consumer’s perception of       advertisement.
  • That adverts       with pictures receives       more favourable perception among       consumers than those       without.
  • That picture       adverts attracts attention, creates       interest, desire, distinction and       emphasis.
  • That pictures       adverts are useful       in identifying a       product as it       gives a real       life image of       a product.

Finally, the researcher concluded by pointing out that further researcher should put   into consideration all the variables which the researcher recommended and that they should   also try to research a greater population and get enough fund before starting.

BACKGROUND OF STUDY

  • The world needs COMMUNICATION to survive. The effect of COMMUNICATION on mankind cannot be over – emphasized. This is because COMMUNICATION is gradually turning the world into a global village. COMMUNICATION which means transferring or transmitting information from one person to another has averted wars, made people excited, captivated and built up interest where there is none.

COMMUNICATION at its present sophistication and advancement enables on to stay   in his living room and talk to people outside the country, watch the behavior and living habit of people, observe the buying and consumption pattern of other people and equally see what goods and services certain people render or produce most. All these would have been a mirage   without COMMUNICATION.

For the purpose of this paper, we shall X – ray the effects of photography as a COMMUNICATION tool in advertising. Although, a lot of communication tools abound, we shall try to pin down our research and study to photography.

Is photography of any effect or relevance to advertising. This question if well researched, would give credit to our study as we shall relate the importance of photography to advertising and to both the business enterprise, individuals and groups. Photography appeals to vision (sight) once our interest is captured by anything, there   is that tendency to inquire more of that object and if it is what we desire, we make further step of acquiring it. This is defining the effect of advertising.

Advertising, therefore, capture our interest, bring to our awareness the existence of a product and sustains our interest and need of those products and services to prevents depreciation. Most products for advertisement can be giving eye appeal by the use of   photographs because they catch the reader/viewer more vividly. Photographs   also help buyers to identify brands name and help trade marks more easily. Usually, a good mixture of background colour and decolouration will make one’s advertisement standout and help buyers identity successive advertisements. It could also be used too illustrate, prove or interpret buyer’s benefits and promos. When photographs are used, it injects a certain mood into an illustration and show the structure and design.

Advertisers use photographs in their adverts to make a product realistic or the package recognizable.

There are problem for instance, which advertisers encounter in certain types of advertisement. For example, photographs maybe unavailable, unnecessary and undesirable if the advertising budget is quite limited. The advertising company may have no other choice than to use any other visual communication tool like lines or color illustrations. There are also instances when the persuasive influence of an advertisement may be considered more important than it’s   attention value. There are also instances when photographs do not add or increase the attention of the copy. All in all, I will still believe that photography is an effective communication tool in advertisement.

The findings show that media campaigns have been observed to be the quickest means of eradicating the AIDS menace, as well as restructure the attitude of the masses through the use of condoms stickling to one partner and avoiding casual sex.

For broadcast media campaign on any issue to interest the public, it must not be regarded as fallacious or unsystematically prepared but rater involving message on existing public interest to the people based on experiences, facts, beliefs, socio- economic and educational backgrounds.

Against this background the federal government in conjunction with other countries of the world through the World Health Organization (WHO) decided to embark on massive campaigns against AIDS pandemic in the country.

The broadcast media, as part of its effort to eradicate this deadly scourge which  has defied the federal government through the ministry of Health in 1986 established the National AIDS control Programmes in response to public concerns raised the presence of Human Immune Deficiency syndrome Virus (HIV) infestation in Nigeria.

Again, in response to the evidence and the debate on the existence if AIDS in Nigeria the then minister of Health, Profession Olukoye Ranson Kuti in 1987, instituted the National expert Advisory committee on AIDS (NEACA) and was charged with the responsibility of establishing whether or not AIDS exist in Nigeria . they were also mandated to advise the government as well as draw up programmes strategies and activities to prevent control of HIV infection in the country.

The report from the committee stated that “HID and AIDS existed in Nigeria and warned that unless immediate steps were taken to prevent the spread of the diseases, the country would be faced with tremendous health problem” This necessitate the establishment of AIDS Co-ordinating units and twenty one (21) testing facilities in the various states of the federation. Training was conducted for personnel to man these centres. There were also public enlightenment activities and production of educational materials like posters, handbills, pamphlets, and books on AIDS.

In February 1989, a two weeks workshop was organized by the Federal Ministry of Health, and other Human services Organization including states ministries of health with the technical assistance from the global programme on AIDS (GPA), world bank and other international agencies to   address the issue of AIDS in Nigeria. In march 1990, a resources mobilization meeting was convened with participation by the Federal ministry of Health, by the World Health Organization, Global Programme on AIDS and other International donor agencies.
