INTRODUCTION

Nigeria Telecommunication Plc Enugu is public liability company that carries out business in the telecommunication sector in Nigeria before now. It is the only telecommunication outfit that issues telephone lines to individuals and corporate organization in Nigeria. Nitel was created from the former post and telecommunications. It is the nations national carrier.

Nigeria Telecommunication Plc was in charge of issuing out line to other telecommunications operations both in fixed and wireless lines. Nitel Plc stood as a confesus in the telecommunication sector in Nigeria because it gives the back bone for other operators in the country. The first Managing Director of Nitel Plc was Engr. Augustine Otiji who made Nitel Plc what it is today.

When the government of Chief Olusegun Obasanjo came into power in 1999, deregulation was confessed in some sectors of the economy. This was as a result of the feeling that most government companies and parastatals were operating below expectations and those expected to the making profit were not doing so.

Deregulation is all about private participation in business where government help surrey prvate individuals are allowed to invest in such capital intensive business like telecommunication downstream and upstream oil sector, part activities etc. Incidentally, the telecommunication sector was deregulated and other players like MTN, V Mobile, Globacom, Ster comms etc. came into the business. With this development, Nitel found itself in a fio. The need to advertise itself, to creat goodwill and services among its internal and external publics and the importance of discharging its services responsibility to the environment where it is established became emphasized. Telephone subscribes now have a choice and they more likely to invest their money where the would get the best services.

The tendency, most of the time especially in the developing countries, is for media practitioners to package their media contents well. In doing this, they do not take into consideration their supposedly diverse audience. This may be as a result of professional ignorance or perhaps taking the audience for granted. But taking the viewer, listener or reader for granted today is ver costly on the part of the communicator.

In same vein, may be the level of our development still makes the media operators in each of the sectors not to care very much about the programme requirements of the various audience for example, the programmes contents of some of our television stations do not take care of the heterogeneous viewing public. This implies that each audience has specific reason (s) for tuning into a particular programme in fact   their media expectations seem to be diverse as their   demographic and psychographic variables.

To attain the ultimate goal of communication which has to do with meeting audience needs, ensuring their continuous patronage and profitability, the satisfaction of the audience must be guaranteed through result- oriented, popular, diverse and professional packaged programme contents. To achieve this, the true nature eof the audience must be known. This possible through audience segmentation- that is the dissection into specific needs and their characteristics. This is a must for communicators whether in advertising, public relation, broadcasting etc it is very imperative as the availability of information is one thing ad its effect another.

With the society becoming more complex every day, different need are bound to exist with people from different backgrounds- education social, culture, economic, ethnic language political and religious different,   media needs must prevail. No one can meet such needs through mere guesses or trial. Agee, etal (1985) put it this way “Unsystematic, informal, intuitive method is not longer adequate for the modern communicator for so many reason”

It is also in the interest of media operators to consider this. The stiff competitive environment the media are involved today means the media operators must be professionally ethically and profitably minded. To attain this, the practitioners must embrace audience research in order to clearly understand the desires of the audience.

“In some studies researchers are seeking to determine the motivations for media use in others the goal is to determine the gratification people derive from suing the media”, said Agee etal (1985).

Okunna (1994 supports this :

Through use and gratification research, communication scholars have shown that everywhere, people selectively expose themselves to mass media contents, choosing only these media message that would serve the functions of satisfying or gratifying their needs”

This is the situation at a time, information and communication have assumed new dimension in globals scheme of things. It is today almost the fourth essential need of man, after food, shelter and security.

Communication, whether through radio, television, newspaper, magazine or internet is today central to the survival of man for man’s optimal, functionality, he requires daily dosages of information, irrespective of his area of profession.

When man’s goals of media patronage are met, he reciprocates, by aiding the funding of media contents through advertisement and sponsorship. In turn the media make profit reinvest and thereby boost the economy. The present poor performance of the Nigerian foundation s manifested in over – centralized location, poor funding, inefficient personnel, besides the poor quality programmes coming from them. This has resulted in gross imbalance and pardon of the actual needs of the audience, which of course is a sight.

So, what are the present situation needs of   the television viewership in Enugu, efforts of the local and international stations to meet them, and translate the viewer desires into profit.

Voting is a means of selecting or choosing leaders. It does not apply only to local governments, states and federal government of Nigeria but also in different institutions and social organizations. Therefore, the conduct of elections in a democratic society is very important not only because through it a change of government is effected but also because voting is the main form of political participation for most people for democracy to be sound and smooth, it should be enhanced on election free from fraud.

For about four and half decades since independence, the nation had shifted position between parliamentary and presidential system of government, with several military in cursions into polities over the years. Even the present presidential democratic dispensation is still undergoing experimentation with varying degrees of trial and error approach. It is in the light of the foregoing, that this project on voter registration, is written to serve as a useful tool of enlightenment in the hands of voters, the electorate and the general public.

However, voter registration is a critical aspect of the electoral process. A credible voters register is a prelude to free and fair elections. It is also important for people to know is qualified to vote, where, when and how to vote. Also, a full knowledge of the registration procedure will encourage eligible voters to participate in the electoral process.

  • DEFINITION OF ACCOUNTING:

Okechukwu (1999), defined accounting as, “the art of recording, classifying and summarizing, analyzing, interpreting and reporting on the financial transactions and position of an organization to interested persons or bodies.”  He gave this definition because whenever two or more persons comes together to form a union or an organization, the next thing is that money must be involved. Also, the accurate recording of the financial dealings of the companies, as well as the  correct reporting of the financial results of the union’s activities for a period to the members of that union, and to outsiders become of paramount importance.

Amachina and Ezeh (1996), defined accounting as, “a profession that co-ordinates the functions of financials accounting which is concerned with the recording, analyzing, summarizing and interpretation of business and other entities”.

Okafor (1996), defined accounting as “a systematic means of writing of economic history and plans of an organization in both quantitative and financial manner so that facts can be revealed, and properly analysing such fact for the purpose of advising management.

  1. MANAGEMENT ACCOUNTING

Osuagwu (1998), defined management accounting as, “ the application of accounting knowledge, technique and skills to the provision of information designed to assist all levels of management in planning and controlling the activities of a business enterprise.”

Moreover, the chartered institute of management accountant (CIMA) defines management accounting as, “ an integral part of management concerned with identifying, presenting, and  interpreting information used for formulating strategy, planning and controlling activities, decisions taking optimizing the use of resources, disclosure to shareholders and other external to the entity, disclosure to employees and safeguarding assets.

 

  1. COST ACCOUNTING:

Onovo et al (2002), defined cost accounting and costing principles, methods and techniques in the ascertainment of costs and the analysis of savings and excesses as compared with previous experience with standards.

Nze (1998), defined cost accounting as, “The accounting of the cost of production of goods or services or both of them”.

The institute of cost and management accountants defines costing as “a management information system which analysis parts, present, and indeed, future data to fit the variety of different problems confronting managers. In order to carryout their responsibilities for planning and controlling the resources of a business, managers must be properly informed’.

 

  1. PUBLIC SECTOR ACCOPUNTING:

Ani  (2001), defined public sector accounting as, “the composite activity of collecting, analysing, recording, summarizing, reporting and interpreting the financial – transactions of government units.

The various government units includes:

  1. The federal government (it ministries, departments and agencies).
  2. The state governments represented by it ministries and department.
  • The local governments
  1. The government parastatals partly or completely financial by the government.

Some of the nature of government entities are:

  1. They are established by the citizenry through the constitutional and charter process
  2. They do not seek for profit from the activities in which they are engage
  3. They depends on the legislative authorities
  4. They owe responsibility to the citizens

From the various definitions of accounting mentioned above, we can see obviously that whether the accounting is concerned with financial accounting or management accounting or cost accounting, that all of them is geared towards provision of vital information that will aid the management in attainment of the objective f the organization.

Moreover, accounting aids to check fraud and make corrections ins the records of transactions kept by an organization through the services rendered by professional accountants.  In the case of private sector, the auditors checks the accounts and records of the company, in order to ensure that to the accounts are prepared in accordance of the laid down rules ins the companies and allied matters error in the financial statement of the company, where there is an error or fraud in the financial statement, the auditor is supposed to specify it in its’ report, finally, he will express his opinion on whether the financial statement of the company shows a true and faire view of the financial state of that company at the given date.
