There is this need for the resources of microcomputer system to be effectively, judiciously and efficiently utilized, not only that, it is also necessary to monitor who uses a particular system and how much such a user is to pay for services obtained, that is, there should be system security and proper job accounting.
The absence of security for computer system can result in a number of threats to the organization or to information user, such as, non availability of information to those who need them or alternatively the provision of information to those who should not have it. The design of an effective system security procedure would enable prevention, which is the task of trying to stop instances of misuses or failures from happening in the first place e.g ensure that unauthorized users are able to gain access an information system or protecting valuable data.

1.1.1 THE SUB PROBLEM
Absolute security cannot be achieved but must continuously be sought. The nullity is that as long as computer systems are utilized, there will continue to be the opportunity for accidental of deliberate failure. The primary goal of security system (prevention) is an ideal that simply cannot be achieved in all instances. Therefore, the best is to make some limited degree of prevention. In the early days, before the advert of the Europeans, the people in Nigeria were engaged in various kinds of occupations which were greatly determined by factors such as geographical location, nature of the land and the cultural background of the community.
People living along the reverine area engaged in fishing and net making, others hunted, made clothes and built different kinds of shelters, while people with vast areas of arable land farmed and produced both food and cash crops. Banks have traditionally been in the forefront of harnessing technology to improve their products and services. They have over the time been using electronic and telecommunication networks for delivering a wide range of value added products and services. The range of services and products offered by different banks vary widely both in their contents and sophistication. E-banking provides enormous benefits to consumers in terms of the ease and cost of transactions. However, it can be thought of as a service that allows customers to use some forms of computer to access account-specific information and possibly conduct transactions from a remote location – such as at home or at the workplace. The most efficient system architecture and advanced technologies are being used for E-banking results for the provision of internet banking services for the financial sector which enables the banks to carry out the their services like web banking to their customers. While over the years developed countries like Sweden have not tapped into the freedom to conduct routine banking transactions from the comfort and security of customer. Electronic banking has been around for some time in the form of automatic teller machine and telephone transactions. “More recently, it has been transformed by the Internet, a new delivery channel for banking services that benefits both customer and bank. Access is fast, convenient, and available round the clock, whatever the customer’s location. Plus, banks can provide services more efficiently and at substantially lower costs”. E-banking also makes it easier for customer to banks’ services and products, can increase completion among banks, and allows banks to penetrate new markets and thus expand their geographical reach. Some even see electronic banking as an opportunity for countries with underdeveloped financial systems to leapfrog developmental stages. Customer in such countries can access services more easily from banks outside his/her own country through wireless communication systems, which are developing more rapidly than traditional “wired” communication networks. Probably, the major phenomenon of the twenty first century has been electronic communication and information technology. The technological progress is now sufficiently well advanced for it to enable commercial transaction and non commercial activities which is facilitated through the use of information technology and network technology such as the internet, intranet and extranet. Electronic Banking has emerged as a significant and rapidly growing component of the world economic exchange. Through Electronic Banking the world economic exchange has been reduced to a tiny global village in terms of its information capacity and the resources it holds which can be accessed by anybody from anywhere in the globe through the use of medium of E-commerce namely the internet and some other electronic devices.

Electronic Banking does not only encompass the way you shop over the Internet, but also the ways you carry out banking transactions. A few years ago, banks started to offer their service on the Internet, in addition to the traditional services in the branch. This allowed customers, more independence in the choice where and when to bank, as they were not bound to opening hours. Electronic Banking has revolutionized the way business is transacted by globalizing the business enterprise. Multinationals, small and medium scale industries no matter their geographical locations are all beneficiaries of electronic banking. It encompasses all kind of commercial transaction that is conducted on an electronic medium, mostly through the Internet.

E-banking links business to customers no matter their geographical location. ABSTRACT
Technology has proved beyond all reasonable doubts that computer technology application can remove the strenuous burden of manual paper work which has been affecting administrative activities. After much observation on the activities of the Industrial training Fund (ITF) Enugu, on their process of payment of students who participate in the Industrial Training Programmes. It was discovered that the method of payment is too strenuous, complicated and cumbersome.
Information tracking system which involves the method of managing information, keeping record of the information and retrieving it effectively, will help in reducing or wiping off problems encountered in manual paper work. This will facilitate efficient payment. The project will help greatly in eliminating the problem with the use of its designed suitable software, meant to handle those issues affecting the training fund.
CHAPTER ONE
1.0 INTRODUCTION

Since creation, there has been a constant quest by man to improve on his quality of life and existence, this ever-increasing question has been necessitated, and propelled by the simple need for man to address the challenges posed by his environment.
Borne out of this need, a number of manpower, planning and career development programmes have been designed. The “Siwes” which is an acronym for Students Industrial Work Experience Scheme is one of such programmes, it is a skills-training programme designed to expose and prepare students in institutions of higher learning for the industrial work situation they are likely to meet after graduation.
The scheme is also meant to familiarize student with work methods and expose them to the needed experience in handling such equipment and machinery that are not usually available in the educational institutions. The scheme is financed by the federal government and operated through the industrial training fund. To serve as encouragement, siwes students after their IT programme are being paid approved, specific amount of money as allowance for embarking on the programme. This, however, necessitates the effective and efficient tracking of IT students information, as well as the monitoring of the method of payment of the siwes allowance, so as to avert fraud and financial misappropriation by unscrupulous, self – centered, and money conscious ITF personnel’s. Though, a method of payment already exists, but needs through study so as to identify and alleviate the bottle – necks I the inherent system of manual processing.

1.1 STATEMENT OF THE PROBLEM
Since the inception of ITF, there has been constant plea by the ITF staff for system evaluation, review and modification of siwes payment of siwes students, and method of tracking siwes students’ information.
These constant plea by the ITF staff was propelled by simple need to address the challenges or problems involved in processing of students logbook, and detecting those that did not embark on the industrial training.
The complex nature of the job involved, viewed by worker as very tedious complicated and cumbersome has been our major concern, and has therefore intensified the need to design and implement an information tracking system (software) to circumvent these inherent problems
