CHAPTER ONE

1.1 INTRODUCTION:
Since July 1997 which marked the official beginning of the rural banking programme for commercial banks, the economy of Nigeria has gone, through several changes each government continued policies it considered relevant banks have in recent times been confronted with challenges and they have called for introduction of one reform or directives so as to put it with our present economic realities. This role is about what should be the proper function of banks in the transformation of Nigeria alien economy. It is n this regard that the rural banking programe of commercial banks came as measure that will ensure effective grass root mobilization this resulted in settling up the Okigbo financial system review committee in 1976. This most important recommendations of the committee excepted by government include:
1) That banks should actively facilitate the transformation of the rural environment by promoting the rapid expansion of banking habits by the rural communities or committees. They will provide saving deposit facilities for their customers and there by help to mobilize rural funds outside the banking system. This served as a revenue for creation of credit in rural areas which will be in the form of equity and loan for small scale farmers, co-operative societies and entrepreneurs.
2) That bank lending policy in the past been in favour of short term lending, that they should allow the medium and long tern lending so as to give the long time instrument enough time to mature.
3) That banks should identify with national objectives. They maintained that decision making of banking should be localized.
4) That banks should be base a significant portion of their profit to improve the quality they offer.
The most striking of these recommendation was on the view
that rural banking programme of commercial bank should be established and that banks should allocate specific loan port-folio to their rural bank customers.
The rural banking programme of commercial bank was introduced with objectives and incentives.
1) The development of banking habits among rural dwellers.
2) To curb the excesses in crude banking practice such practice expose money to termites and render central bank monetary policy effective.
3) To provide an institutional agency to mobilize rural fund.
4) To improve agricultural production and the growth of allied industries by extending necessary credit to those sectors whose sources of credit to emanates from the local money lenders.
5) Diversification of rural economy in particular and the National economy in general.
6) Others include the pegging the rural-urban migration with the hope of reducing urban unemployment.

1.2 INCENTIVE USE FOR THE PROGRAMME.
To ensure its smooth take off some incentive were outlined to innovated banks. The incentives are:
a) Waving the requirement for feasibility report as a pure requisite for the establishment of a rural branch.
b) Allowing the banks the monopoly of providing banking services in their allocated centres for a period of two years starting from the day of opening.
c) Allowing banks to write-off the capital cost of erecting office banks and staff quarters with in a period of three years.
d) Exclusion of loans and advanced granted during the first two years to existence in the complication of:-
(i) Growth rates of loan and advances.
(ii) Ration of adjusted capital to loans and advances.
Infacts, as at 1989 monetary policy guideline the rural banks
were recruited to grant a minimum of 45% deposited taken from rural centres as loan to such centres. The first community was established in 1989 by Ibrahim Babangida.

1.3 THE STATEMENT OF PROBLEMS.
The essence of this study is to identify such key variable both endogenous and exogenous that affects that effective development of banking habit in Nigeria. The basic problem is inadequacy of infrastructural facilities in the rural communities.

This is why it is important to reconsider the problem hindering the growing of small-scale business enterprises in Nigeria economy. Numerous opinions and comment ion on the role bank should play in financing and advising the small –scale enterprises since the federal government shift its policy with greater emphasis towards small- scale business in achievement of self- reliance.
Unfortunately, some of the opinion have tended to observe the long ending relationship which the bank has enjoying with the small scale business community and some misconception have arise, perhaps, here is need to clarity some of the misconception. In Nigeria, some small –scale business enterprises constitute over 70 percent of all registered companies they are considered to have specified importance of the economic development of the country for a number of reasons. This enterprise provides the opportunity for employment on large scale and therefore makes the possibility of equal table distribution of national income more realistic. The relatively low cost this in a labour abundance economy like Nigeria and in the present economic down turn, they are even more relevant in the mobilization of capital and human resource that would otherwise be left idle.
1.2 STATEMENT OF PROBLEM
Inspire of the fact that various forms of assistance have been designed by the D.B.N. to promote the development of small –scale enterprises, there are indication that small- scale enterprise, are still of discriminated against by financial institution, because of high risk associated in financing them.
They preferred financing large scale financing are very risky than small scale financing. Though the central bank has made it compulsory for bank to invest 10 percent of its profit after tax to small –scale enterprises, there are complains that the interest rate charge on the loan is high. 1.1     GENERAL INTRODUCTION

Income tax was first introduced in Nigeria by late lord laggard in the year 1904. However, the Nigerian income tax is the modern form of tax staring from 1940, although there was a simplified type of tax dating back to 1927.

In handling the above research work primary and secondary data was used. The sources of primary data was by the use of questionnaires and oral interviews, while the secondary data sources are text books.

The analysis of data was based on percentages. It is on the strength of the finding that recommendation and conclusion was made.

INTRODUCTION

1.1     BACK GROUND OF THE STUDY

The term Local government has been defined by many scholars with different view as regards its development. W.A. Robinson (2000) states that ‘Local government’ involves the conception of territorial non-sovereign community processing the legal right and the necessary organization to regulate right of its own affairs. This I turn presupposed the control, Vis-à-vis participation in state affairs.

According to U.N. Akpan (1999), out of various possible conceptions of the local level development, two have been particularly dominants in Nigeria since the colonial time. The first was christened the indirect rule system and is infact no other than a field administration model.

Gboyega Alex (1998), state that nation wide ordinance establishing the model first in the Northern provinces and later in the southern provinces was promulgated by the colonial government in 1916, two year after the analyation of the Northern and Southern protectorates Indirect rule was actually the rule by the British colonial officials through local chiefs in terms of its philosophy and practice, the emphasis of their model was the colonial regulation of conquered people and so did not encourage popular participation and representation in the native authorities. Local Government has sources of revenue of their own such as community taxes and rates, Licenses and fees, earnings and sales, Federal and state statutory allocation etc. After the Second World War, the political development between Nigeria and /Britain led to the abolition of the indirect rule system and its replacement which emphasized full grown local government which was effuient particularly and relatively autonomous. The eastern region was the fist to embark on the experiment on 1950 while the other regions followed in 1952. A few years after wards precisely in 1976, the federal military government announced the reforms of the nations local announced the reforms of the nations local government system. Essentially, the reform resuscitated the idea of participatory and autonomous government which have access to resources both internally and externally to improve the social the economic of the various communities. The question as to why there was this sudden change of direction from at the earlier emphasis on local rules through traditional rules and bureaucrat was carefully examined. The request for autonomy becomes administration particularly since 1970’s. The anticipation of the autonomy came through the 1976 reforms. Actually 1979 constitution made the anticipated a reality, thus the period between 1976 to 1979 can be defined as the period when the idea of local government in Nigeria came to include autonomy for the level of government.

However, the autonomy expectedly remained circumscribed because of control Viz; financial, administration, judiciary, auditory and even miscellaneous which the various state governments exericed in local governments exericed in local government. The most prominent control is on rinace which affects local government development.

The term “finance” encompases personal finance, business finance, business finance and public finance.

 

According to mautia joy (2001) finance was defined as the art of providing the means of payment or as a body of facts, principles and theories dealing with the raising and using of finds by individual, business, firms and the government. Our interest in this project lies in the problems of rising and using of funds by the local government will emphasis of Ezeagu Central Local government development council.

 

Thus, a Uniform system of local government through the guidelines for the local government went on to identify the executive functions of local government.

According 1999 constitution section 7 sub section 1 (b) (e) (j) (i) (vi) of Nigeria constitution states various ways the local government can source its funds, although these ways has remained grossly in adequate for maintaining capital and recurrent council. Lack of adequate finance and subvention has been of the defects responsible for the indecency.

 

Until the revenue allocation act was biplated and received in 2002 by the revenue allocation fiscal commission, at he federal government has operated a system of block grants and subventions to local government througfh state government. Chapter three deals with the research design and methodology, method of research design, sources of data, selection of population, sample and sampling techniques. It also deals with method of data presentation and analysis.
The data got from research survey were analyzed and interpreted in chapter four.
Finally, the fifth chapter made by the researcher saw to the summary of findings, recommendation and conclusion.

INTRODUCTION

1.1 BACKGROUND OF THE STUDY
In Nigeria and in other developing countries alike the problem of credit extension to the rural dwellers (who usually dominate the population) and cannot afford the much sough collateral being demanded by conventional financial institutions has been such a persistent Nigeria case, that government after government have been making persistent efforts to remedy the situation. The financial needs of these rural dwellers pose a double problem in that part from the risk inherent in such credit in extension, it is not case effective because of the large number of accounts involved with little amounts. Also the inability of those group to have access to credits compounds the vicious circle of poverty in the economic system (Ugwuoke K. 2000 p.21).
However, the development of these rural areas where majority of the population dwell happens to be bed rock of the economy. The establishment of Community Bank was done in order to strengthen its programmes of grassroots economic development (YOKUBU M.O. 2000 p. 36)
The fundamental, concept in the establishment and operation of Community banking system is that of a self sustaining financial institutions, owed and managed by a community or a group of communities for the purposes of providing credit, deposit, banking and other financial services within the area to its members largely on the basis of their self recognition and credit worthiness. It is in contradiction to the near total reliance as the basis for giving credit, it was designed to ensure that bank Community or group of communities may establish bank for the purposes of promoting rural development improving the economic status of small-scale producers both in the rural and urban area enhancing the rapid development of productive activities especially in the rural areas to support desirable and sustainable rural economic growth in the Nigeria Banks that are licensed under persons various types of deposits including savings, time and target deposit issue for the purpose of raising funds, redeemable debentures to interested parties.
In the same vein the Community banking took off in 1990. when president on power ( C in C General Ibrahim Babangidi) in his annual budget speech announced that the Community Banking system would be introduced into the Nigerian Financial system. The Community bank implementation committee (CBIC) which established for general supervisions, promotion, monitoring and development of the Community Bank act under the control of (NBCB) National Board for Community Banks and (CBN) Central Bank of Nigeria (Ukamenam C. O. 2001 p. 9).

1.2 STATEMENT OF THE PROBLEM
a. The major problems which Community banks faces is how harness those abundant resources for the development of the rural areas, bearing in mind that those resources are minutely held by the vast population of the rural dwellers.
b. The banking sector as the prime mover of the nations economic life is seen as the most viable sector to make this dream a this dream a reality, but then given the Nigerian situated especially (Enugu Urban) with vast area of land and how income base, the task before community banks are quite enormous with the problem of ignorance and illiteracy of the majority of people whom the bank are dealing with and also the problem of infrastructure facilities.
c. Another most delicate problem is that the depositors in community banks do not have their deposits as is obtainable in Commercial and Merchant Banks.
