CHAPTER ONE

INTRODUCTION

1.1     Background of the Study

In both developed and developing countries, the small scale industry is seen as the vehicle for rapid industrialization, sustainable economic growth and development, poverty alleviation as well as the seed bed of innovation and employment generation. It goes without saying therefore, that small scale enterprises have the potential of becoming the engine of the economic growth in any country (http://www.snbd.com, July 8 2010).

Because of this paramount importance of small scale businesses, there has been a pressing need for the involvement of banks in financing its development in Nigeria and Kaduna in particular. This is due to the fact that banks loans constitute the most important source of institutional financing for both start-up and growing enterprises.

It is the realization of this fact that made the government to establish various schemes and programmers in the past to enhance credit availability to small scale enterprise in Nigeria. In recent time now however, the Nigeria bankers committee in 1999, approved the scheme requiring all banks in Nigeria to set aside 10 percent of their profit before Tax (PBT) for equity development in small scale and medium scale industry.

Despite these measures, many small scale businesses with economic potentials for growth often fail and close down due to lack of funds, insufficient working capital, lack of managerial experience and skilled labor, poor accounting records as well as lack of infrastructural facilities (central Bank of Nigeria: the billon, October/December 2004:58-b5)

Thus, how banks have contributed to improving the aforementioned challenges and the expectations, regarding the development of small scale enterprise in Kaduna are the issues discusses in research work.

1.2     Statement of the Problem

Although the small scale enterprise is regarded as the bedrock of industrialization of an economy, attempts made by many entrepreneurs to start and operate them have met with high percentage of failures, lack of fund and insufficient working capital have identified as some of the cause of such failures. The study therefore seeks to answer such questions as; have banks been able to make available capital on affordable terms to small scale enterprise? What measures have been put in place to ensure that such funds are effectively used by enterprises? Does small scale enterprise actually have easy access to

  1. INTRODUCTION OF THE STUDY

1.1     BACKGROUND

Micro finance Bank (describe here as small scale financial services to claim that they are economically active various urban and rural areas) has been proven to be effective in fighting poverty by providing entrepreneurs with the necessary capital to start and expand their entrepreneurial activities.

Last year, successive government has put in place various policies in order to make things easier for the ordinary man on the street. Unfortunately, the struggle for survival has became more difficult and excruciating for the toiling masses. Indeed, the government’s concern for the intolerable poverty level, which is more than 54 percent – over 70 million out of 140 million Nigerian population, is encapsulated also in the recent statement by Prof. Chukwuma Soludo, while lamenting that the poverty level in Nigeria is not only getting to a crisis point but also becoming dynastic.

In Nigeria Micro finance Bank instructively, the researchers by statistics, (from the National Bureau of Statistics (NBS) in 2004) say that the 65 percent of Nigerians are served by the informal financial sector made by money leaders, friends, relatives and credit unions. There seriousness of the state government to the cause of poor in their meds would be gauged by their willingness to remit one percent of their annual budget to the micro – credit development fund, which return, qualities then to withdraw from the pool to empower their people. It is importance here to look at those factors responsible for the higher poverty incidence in the country, especially in northern Nigeria that in 2004 single member household had 12.6 percent poverty incidence, 2 – 4 members household 39.9 percent poverty incidence, 5 – 9 household 57.9 percent, 10 – 20 member households 73 percent and above 20 member household often have 90.7 percent poverty incidence.

In the areas of education, the NBS disclosed that households headed

CHAPTER ONE
INTRODUCTION
As part of the reform measures taken to strengthen the supervisory framework for the banking sector, the Nigeria deposit Insurance corporation (NDIC) was established by decree N.22 of 1988. This reinforcement became imperative given the up surge in the member of licensed bank following the adoption in addition to this, there was also the long term need to create and sustain an enabling environment that will engender sate and sound banking practices by protecting the banking system against destruction runs, protecting bank deposit (especially those of small savers) and ensuring fair play amongst the competing banks. These cardinal consider actions were rein formed by the lesson of history of bank features in Nigeria, the experience of other countries where deposit insurance scheme are being operated and there alive of the prevailing distressed financial condition of the bank in particular and other financial intermediaries in the financial sector in general.
A collaborative study of distress in the Nigeria financial sector was conducted by the corporation and the Central Bank of Nigeria (CBN) and its finding corroborated the earlier held view that distress among the Nigeria Banks was precipitated by a complex set of interrelated problems that had for long afflicted the industry. These include poor management, capital inadequacy, poor lending etc.
Ever since its establishment the Nigerian Deposit Insurance Corporation (NDIC) has consistent with its mandate as provided in NDIC decree. Continued to ensure safe and sound banking system. The sanitization of the banking sector has remained the primary focus of the corporation’s activities through the adoption of appropriate failure resolution options and effective implement action of various laws.
